Summary
This position is located in the U.S. Department of Justice, Office on Violence Against Women (OVW), Administration Division. The incumbent will be responsible for providing expert analysis and advice on complex program issues relevant to the administration of procurement and contracting work for OVW.

Clarification from the agency
This position is being filled under the OPM Government-Wide Direct Hire Authority for Scientific, Technical, Engineering, and Mathematics (STEM) positions for grades GS 11-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330, as well 5 CFR 330. This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

The duties and responsibilities for a 1102 Contract Specialist generally include, but are not limited to, the following:
  1. Reviews purchase orders and delivery orders to procure supplies, furniture, equipment, and information technology.
  2. Provides expert guidance on acquisition planning and contract terms.
  3. Interprets regulations and prepares organizational standard operating procedures, directives, and informational advisories.
  4. Develops budgetary forecasts and plans financial analyses for annual acquisition plan.
  5. Analyzes operations and makes recommendations to management regarding modifications, consolidations, standardization, or services.

  • You must be a United States Citizen or National.
  • You must successfully pass a security/background investigation and a drug screening.

  • Must currently possess and maintain a Federal Acquisition Certification in Contracting (FAC-C) level II; a Warrant level commensurate with a level of training and experience to maximize organizational capabilities.
  • Must be able to obtain and maintain a Contracting Officer Certificate (COR).
Qualifications
To qualify for the position of Contract Specialist at (GS-1102-13/14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

Basic Requirements: (NOTE: Transcripts and/or appropriate documentation must be provided)
  1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
    AND
  2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  3. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
AND
Specializ ed Experience: For the GS-13, you must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is defined as:
  1. Participating in the total life cycle of procurement actions (solicitation, award, or post award phases of procurement actions); AND
  2. Reviewing or providing technical assistance by preparing solicitations, evaluating offers, and/or preparing procurement documentation.
Specializ ed Experience: For the GS-14, you must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is defined as:
  1. Overseeing the total life cycle of procurement actions (solicitation, award, or post award phases of procurement actions); AND
  2. Evaluating, recommending, or developing contracting policies, procedures, standard operating procedures, and/or job aids.
