Summary
This position serves as a Supervisory IT Cybersecurity Specialist (PLCY/PLN), located in the Department of Justice (DOJ), Justice Management Division, Office of the Chief Information Officer (OCIO), Cybersecurity Services Staff (CSS), Vulnerability Management, Policy, Audit, Compliance and Continuity (VPACC), in Washington, DC. The primary purpose of this position is to provide direction and oversight to the Policy, Audit, Compliance and Continuity Program (PACC).

Clarification from the agency
This position is being filled under the OPM Government-Wide Direct Hire Authority for Cybersecurity related positions for grades GS 12 through GS 15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

The duties and responsibilities as a Supervisory IT Cybersecurity Specialist (PLCYPLN) GS-2210-15 generally include, but are not limited to the following:
  • Oversee the Federal Information Security Modernization Act (FISMA) Compliance, and audits.
  • Prepare and submit annual FISMA report to external organizations.
  • Oversee the planning, designing, developing, and implementing of the maintenance strategic plans.
  • Assess policy needs and develop polices to govern IT Cybersecurity activities.
  • Perform the administrative and human resource management functions relative to the staff supervised.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • You must meet all eligibility requirements by the closing date of this announcement and continue to meet these requirements throughout the hiring process. Offers can be rescinded if requirements are not met.
  • This position requires the candidate to obtain a Federal Acquisition Certificate for Contracting Officers Representative (FAC-COR) and/or Federal Acquisition Certificate for Program Manager (FAC-PM) within 12 months of appointment.
  • Requires a probationary period if the requirement has not been met.
  • This position requires the candidate to be able to hold a security clearance at the Top Secret / SCI security level.
Qualifications
To qualify for the position of Supervisory IT Cybersecurity Specialist at (GS-2210-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.
Basic Qualifications (2210 series):
  1. Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience
: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Specialized Experience is defined as:
  • Developing policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities; AND
  • Reviewing, conducting, and/or participating in audits of cyber programs and projects.
