Human Resources/Risk Management Director – Full Time - $93,027/yr (DOQ)

Provides human resource services and support for County personnel. Acts as a liaison with County employees, outside agencies, insurance vendors and the general public. Performs routine duties independently, setting priorities and scheduling own work in accordance with established and general policies and procedures. Work is performed under the general supervision of the County Administrator.

Responsibilities:

  • Coordinates the administration of various County human resources programs.
  • Provides generalist human resources services to County employees.
  • Supervises the Administrative Assistant assigned for human resource and risk management administrative duties.
  • Writes and places job vacancy notices.
  • Coordinates required departmental documentation and prepares reports to include Family and Medical Leave, Employee Change Notices, employee relations, performance evaluations, unemployment claims, workers’ compensation and job requisitions.
  • Administers and monitors Family Medical Leave requests for county employees.
  • Works with Administration to create and maintain job descriptions, reclassification issues and salary studies.
  • Reviews requests and makes recommendations on appropriate FLSA status for new or reclassified jobs.
  • Performs market studies and internal job analyses to ensure pay practices are competitive both internally and externally.
  • Performs benefits administration to include claim resolution, change reporting, and reconciling invoices for payments.
  • Coordinates and oversees annual benefits open enrollment. Activities include planning, training enrollers, scheduling communication efforts and sessions, and enrollment implementation and auditing.
  • Provides technical interpretation and information on employee benefits to include group insurance plans, COBRA, employee leave, Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Employee Assistance Program (EAP), educational assistance.
  • Coordinates the design of communication materials to maximize employee understanding and effective utilization of employee benefits options.
  • Coordinates and facilitates special training programs to meet identified training and development needs.
  • Researches and writes employment policies ensuring compliance with applicable federal and state laws regarding public sector.

Requirements:

  • Graduation from a College or University with a Bachelors’ Degree from an accredited institution in Human Resources Management, Business Administration, Public Administration, Organizational Management or closely related field (submit a copy of degree with application)
  • Four (4) years of professional (FLSA exempt level) human resources experience in benefits, recruitment, compensation, employee development/training, employee relations, or in an HR generalist role.
  • Possession of, or ability to obtain, an appropriate, valid Florida driver's license.
  • Ability to obtain HR certifications through Society of Human Resources (SHRM) or Florida Public Human Resource Association (FPHRA) encouraged.
