Oklahoma State Regents For Higher Education is Hiring an Applications System Analyst II Near Oklahoma, OK

Participate in a full range of analysis and software development to support OSRHE operations. Assist with the troubleshooting, maintenance, and restoration of custom and third-party applications / systems.
Responsibilities and Duties
  • Assist with ongoing maintenance and support of critical agency applications and systems.
  • Work closely with end users to provide support for all aspects of software development to include education, documentation, and troubleshooting of issues.
  • Design and build relational database objects using approved strategies for data acquisition, storage, processing, and retrieval.
  • Participate in all phases of the software development life cycle including the analysis, design, coding, testing, documentation, code review, and implementation of computer interfaces, applications, and systems.
  • Participate in routine and unexpected system vulnerability patching to understand and test the patch to ensure a variety of software applications remain secure and functional.
  • Assist OSRHE Security staff and management with ensuring that all software developed or integrated into the OSRHE network and systems meet established security standards.
  • Assist with defining specifications, recommendations, business rules, and plans for the development, testing, implementation, and maintenance of applications/systems.
  • Participate in all aspects of source code storage and management.
  • Design, code, test, and debug software according to established Oklahoma accessibility standards.
  • Focus on training and applying best practices for accessibility compliance.
  • Assess and report on available resources and capabilities of systems in relationship to proposed projects or requests.
  • Provide end users with requested data, forms, reports, and mechanisms needed to maintain system integrity.
  • Provide software development time and resource estimates for the development of new applications as well as estimates for maintenance and updates of existing applications.
  • Collaborate with other developers on assigned team oriented projects.
  • Coordinate closely with additional IT staff on projects to include planning and involvement during all phases of the software development life cycle.
  • Stay abreast of current tools, training, and products available for software development, especially focusing in the area of Window forms and web-based development.
  • Other similar duties as assigned.
Minimum Qualifications
Associate’s degree in computer science or management information systems and two (2) years of experience in software development OR an equivalent combination of education and experience.
Knowledge of modern computer technologies, programming languages, software development techniques, and security practices. Understanding of database principles, design, and programming with Structure Query Language (SQL). Understanding of industry standard software engineering approaches and best practices. Skill in creating, understanding, and applying system requirements. Experience developing and utilizing appropriate testing techniques and protocols. Strong analysis and troubleshooting skills. Ability to work successfully in a team environment. Must be a self-starter. Clear focus and commitment to a high level of customer service. Strong verbal and written communication skills. The employee must be available by phone before, after and during regular office hours, and must provide his/her own cell phone and cell phone service.
Preferred Qualifications
Experience with Microsoft and Oracle technologies. Experience utilizing Model View Controller (MVC) software design patterns. Experience with Windows form-based and web-based application development with C# / VB.NET / ASP.NET is a plus, along with SQL Server Stored Procedure experience.
Supervision
The employee performs work under the supervision of the Web Development and Systems Manager.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
