Summary :

We are seeking a self-motivated and energetic HSE Specialist to join our Infrastructure Department. The

successful candidate will be responsible for leading the concept and external consultant design of the

Health, Safety, and Environment (HSE) Management System for multi-disciplinary construction and

commissioning of industrial gas projects.

Responsibilities / Goals :

Manage the Design (by external consultants) and implementation of a Health, Safety, and

Environment Department-wide HSE plan and Project Specific HSE plan.

  • Ensure compliance with local, state, and federal codes and best practices.
  • Evaluate HSE plans submitted by contractors for construction and commissioning projects.
  • Develop and manage dedicated relationships with external consultants for the design and

development of the HSE plan.

Conduct regular inspections and audits to identify potential workplace hazards and ensure

compliance with safety regulations.

Perform risk assessments and collaborate with relevant stakeholders to develop and implement

effective risk mitigation strategies.

  • Assist in creating and maintaining a positive safety culture throughout the department.
  • Assist with and lead where appropriate to investigate incidents and near-misses and prepare

detailed reports with recommendations for corrective actions to prevent future occurrences.

Maintain accurate records of safety incidents, inspections, and training sessions and prepare

reports as required.

Stay up to date with current HSE regulations and industry best practices and proactively propose

necessary changes to policies and procedures to ensure compliance.

Skills & Qualifications required :

Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.

Relevant certifications or advanced degrees are a plus.

Proven experience of a minimum of 3 years working as an HSE Specialist or in a similar role,

preferably in the Oil and gas or Construction industry.

  • Strong analytical skills with the ability to identify hazards, assess risks, and develop effective

control measures.

Excellent communication and interpersonal skills to effectively interact with employees at all

levels and promote a positive safety culture.

Demonstrated ability to deliver engaging HSE training programs and conduct effective

presentations.

Attention to detail and strong organizational skills to maintain accurate records and

documentation.

Professional certifications such as the following are not required but are highly desirable. a. Certified Safety Professional (CSP)

b. Occupational Health, Safety Technician (OHST)

c. NEBOSH International Technical Certificate in Oil and Gas Operational Safety

d. API 510 / 570 / 653 Certifications
