Open Systems Technologies is hiring a Financial Analyst to support the Research Directorate at the National Geospatial-Intelligence Agency (NGA) onsite in Springfield, VA.
Responsibilities:

• Applying knowledge of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and NGA's internal policies to manage RDT&E and O&M funds for research.
• Adhering to appropriation guidelines and severability policies during the execution of funding through Federal Assistance Agreements, various contract types, OTs, and other mechanisms used by research organizations.
• Providing financial execution support to ensure prompt commitment, obligation, and expenditure of funds via internal and external channels.
• Generating, revising, and evaluating Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) for fund execution.
• Aiding in the creation of supporting documentation for MIPR/AF-9, including Determination and Findings (D&Fs), Independent Government Cost Estimates (IGCEs), and Statements of Work (SOWs), Statements of Objectives (SOOs), or Performance Work Statements (PWSs).
• Assisting in the formulation of Interagency Agreements – Agreements Between Federal Agencies using FS Forms 7600 As and Bs, and converting Memorandums of Agreement (MOAs) and Interagency Agreements (IAAs) to FS Forms 7600 As/Bs following the Department of Defense Instructions (DODI) 4000.19 and NGA's policies.
• Supporting Government personnel in coordinating with external agencies for the execution of funding, ensuring clear communication regarding timelines and the acceptability of funding.

Required Qualifications:

• CLEARANCE: Active Top Secret clearance with eligibility for Sensitive Compartmented Information (SCI). Willing to undergo a Counterintelligence Polygraph (CI Poly) if required.
• Possession of a Bachelor's degree.
• 15 years for Senior-level positions; 10 years for Mid-level roles; and 5 years for Junior positions.

Preferred Qualifications:

• Possession of a Master's degree
• Prior NGA work experience
