The Family Engagement/ Services Coordinator is responsible for developing planning, implementing, coordinating, monitoring and evaluating, all Parent, Family and Community Engagement (PFCE). This position also oversees Recruiting, Eligibility, Selection, Enrollment, and Attendance (RESEA), service area plans, policies and procedures in compliance with agency and funding source guidelines. Provides direction, interpretation and support to education, family advocates, RESEA and other service delivery staff carrying out all aspects of PFCE guidelines, RESEA performance standards. Participates as a member of the Interdisciplinary Services Team (IS Team) and ELAFS Leadership Team for middle and upper managers to assure that comprehensive service delivery systems are created, implemented and responds to ELAFS family needs. Maintains working knowledge of Head Start Performance Standards, state ECEAP standards, agency policies and procedures and other applicable regulations.


ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

Works collectively and individually to provide guidance and direction to supervisors, teachers, and home educators in implementation of family engagement framework and best practices, including work plans for enrolled groups and individual families that entail community resource and referral, crisis management, educational and other asset-building, fiscal resiliency/self-sufficiency opportunities, and transportation solutions.

Parent Engagement:

  • Responsible for the oversight of all parent activities and facilitates the development of Parent Center Committees and Policy Council (PC)
  • Facilitates, coordinates and monitors parent engagement in all aspects of ELAFS services.
  • Supports parent leadership and special interest activities.
  • Supervises and partners with the Adult Education Specialist to develop Family Engagement curriculum and opportunities.
  • Works with site supervisors and family services staff in providing parent education opportunities.
  • Works with the Executive Coordinator, PC Executive Committee for the PC monthly meeting agenda with ELAFS .
  • Oversees parent scholarship disbursement, concrete goods and approves expenses related to Parent Center Committees.
  • Provides training (at least two formal training sessions) and support to Center Committee co- chairs throughout the year and coordinates Policy Council trainings in conjunction with senior management.

  • Attends and assists at parent meetings for all parent related activities.
  • Develops and maintains a written plan regarding parent committee meetings and minutes.
  • Develops and distributes parent feedback surveys at least two times each program year.
  • Facilitates transition of children within the local program as well as transfers to and from other programs/agencies.
  • Works cooperatively to facilitate transition for enrolled children and families between schools, special Programs, etc.

Social Services & Family Resiliency:

  • Maintains an appropriate social service referral system within the community. Supports Preschool Assistant Director in developing community partnerships. Under the direction of the Preschool Assistant Director, researches and develops a system of delivery or access to needed community resources for families and staff.
  • Develops and implements a system for updating the Resource File and Directory used by parents and staff.
  • Supervises the Language Access Coordinator and monitors the services provided by program interpreters/translators in supporting ELL families enrolled in the program.
  • Works cooperatively with Leadership Team to develop and implement the annual Community Needs Assessment process, including analyzing results and compiling a final report.
  • Advocates for families within the social services system in order to promote coordination of and access to needed services.

Recruiting:

  • Plans, coordinates, and implements all functions required in the development, administration, operation, and supervision of recruitment and enrollment activities.
  • Ensures full enrollment and waiting lists at all sites throughout the program year including documentation of said process which meets program and funding source guidelines.
  • Oversees the planning and evaluation of a database system that provides staff with needed child and family data and classroom rosters. Includes producing a monthly enrollment, attendance, and waiting list status report.
  • Trains staff to the recruiting policies and procedures, and in the on-going recruiting process.

Supervision:

  • Supervises, coordinates, and assists RESEA Specialist, Family Services Advocates, Adult Education Specialist, Transportation Specialist, EcSA Coordinator and Language Access Coordinator.
  • Reviews and approves all fiscal/reimbursement requests and HR Action processes for all direct reports.
  • Participates in the hiring process for recruiting staff and interpreters/translators, transportation staff, and Family Services Advocates.
  • Implements the ELAFS supervision cycle including regular one to one meetings, observations, and performance appraisals, and facilitates the development of individualized training plans

Monitoring:

  • Responsible for required service area record keeping, documentation and evaluation, and assisting staff in their duties, including: family records, PIR, funder reports, Home Visit observation and self-assessment.
  • Monitors program-wide trends and outcomes, as well as ongoing training needs of site supervisors and RESEA personnel to assure compliance with PFCE and RESEA performance standards.

EDUCATION, EXPERIENCE, TRAINING REQUIREMENTS:

  • B.A. degree in Social Work, Human Services or equivalent.
  • Background in adult education preferred.
  • Minimum two years’ experience in a family-centered agency or similar work setting including home visits.

SKILLS AND ABILITIES REQUIRED:

  • Knowledge of local resources and an ability to develop networks.
  • Interpersonal communication and crisis intervention skills to relate supportively and assertively with families under stress.
  • Ability to communicate effectively with individuals and as a group facilitator or trainer.
  • Organizational and time management skills including planning, coordinating and facilitating services; preparing documentation and accurate record keeping.
  • Innovation skills; position requires frequent application of original and independent thinking in developing moderately complex methods, procedures or systems.
  • Ability to interpret and/or discuss information with others which involves terminology or concepts not familiar to many people; regularly provide advice and recommend actions involving rather complex issues. May resolve problems within established practices. May work with outside contacts, including other agencies and community resources, requiring regular communications of information not familiar to many people.
  • Knowledge of and proficiency in word processing and spreadsheet software programs; Macintosh experience preferred.
  • Ability to use a computer for agency communications and record keeping requirements.

ADDITIONAL REQUIREMENTS UPON HIRING:

  • Must have initial health examination indicating you are fit for duty and free from communicable disease within 60 days of hire. Medical check ups are required every two years thereafter.
  • Must have TB test and submit test results prior to hire date.
  • Must submit to a criminal record check to ascertain that the applicant has not been convicted of a child abuse or neglect offense per Washington State Child Abuse Law (Ch. 486, Laws of 1987) or DSHS licensing requirements.
  • Must submit to drug testing after receiving an offer of employment. Failure to pass this drug test may result in denial of employment. Subsequent employee testing will be conducted as per ELAFS policy and procedures for Reasonable Suspicion, Post-Accident, Follow-up and Random Testing.
  • Must have current First Aid card and Infant/Child CPR training (or obtain within 30 days), and must maintain current certificates for length of employment.
  • Must have valid Washington State Driver’s License or obtain by date of hire.
  • Must submit abstract of driving record for previous 3 years prior to start date.

Remote Work: This position is on-site, may remote during closures.

Working Conditions: Work is generally performed in a fast-paced, office environment with frequent interruptions and occasional crisis situations. Periodically requires local travel to classroom sites or for community networking, meetings, special workshops and trainings, and other job-related activities.
