General Functions

The Human Resources Business Partner Administrator role serves to enable the county to sustainably achieve business goals while honoring the desired culture and core values of the supported departments. This position will play a crucial role in supporting the Human Resources Business Partner team and ensuring the effective delivery of HR services across the organization. This role will be responsible for assisting in various HR functions, including employee relations, talent management, HR strategy implementation, data analysis, compliance, and employee engagement. This position requires a proactive and detail-oriented individual who can collaborate within department operations and/or county-wide HR functions. Must be able to take the initiative and have independent judgment. This position reports to the Human Resources Section Manager; performance is reviewed through observations, reports, and achievement of desired results.

Representative Duties/Assignments

Duties may vary based on the area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

Plans, manages, coordinates, and performs general supervisory duties such as instructing, coaching, assigning work, planning, coordinating activities, allocating personnel and other administrative and supervisory duties, in diverse personnel management activities including employee and labor relations, talent management, HR strategy, data analysis and reporting, compliance and policy interpretation, change management, training and development, and employee engagement.

Ensures consistent application of Human Resources vision, policies, and key strategic initiatives and compliance with all federal, state, and local laws, rules, regulations, and policies that pertain to Human Resources and Employee Relations.

Serves as the liaison between Human Resources Section Manager, and the HRBP team and is the point of escalation with department management teams.

Assists the Human Resources Section Manager with the preparation, submission and monitoring the HRBP budget, preparing annual goals, and methods of evaluating accomplishments of those goals and other activities.

Provides core Human Resources services and builds and maintains effective long-term trusted relationships with departments. Serve as a credible and trusted thought partner to senior leadership.

Creates customized solutions through advanced consulting expertise that addresses business issues and produces measurable results.

Assess workforce planning needs to determine methods to address current and future conditions, including retention management, career development, etc., collaborates with HR functional partners, and leads in the execution of human resources strategies within departments.

Partners with Compensation on various client needs, including staffing requests; salary reviews for new hires, promotions, special pay adjustments, market surveys, resolving employee pay issues and performance reviews.

Consults with Department Directors to evaluate Human Resources services and assess needs for new and innovative Human Resources programs and systems, and Reviews internal processes to maximize efficiencies and quality customer service to employees, and management.

Identify and analyze Employee Relations trends related to recurring issues and provide recommendations, including training, to the client group and HRBP team.

Analyze HR data to identify trends, patterns, and insights to support decision-making and strategic planning, and prepare regular reports on key HR metrics, such as turnover rates, recruitment metrics, and other surveys as deemed necessary.

Participates in labor relations management meetings and negotiations, as needed.

Support organizational change initiatives, including restructuring, and help communicate changes effectively to employees and facilitate their transition.

Performs other related duties as required.

Minimum Qualifications

Bachelor’s Degree from an accredited institution in Human Resources, Business Administration, Public Administration, or a closely related field and six years of varied professional level human resources experience in a management or supervisory capacity. In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

HR certification (e.g., SHRM-CP, PHR)

Strong understanding of HR principles, practices, and employment laws.

Excellent communication and interpersonal skills.

Proficiency in MS Office suite and HRIS (Human Resources Information Systems).

Experience in data analysis and reporting.

Ability to handle confidential information with discretion and integrity.

Detail-oriented with strong organizational and multitasking abilities.

Proactive problem solver with a customer-centric approach.

Preferences

  • Master's degree from an accredited institution in specified areas
  • Familiarity with change management principles and practices.
  • Leadership Coaching accreditation or certification.
  • Union representation and contract negotiation experience.

Salary Information

Pay Grade: 23 - $89,336 - $116,147 annually

FLSA Status: Exempt
