Orange County Public Schools is Hiring a SENIOR MANAGER, PROCUREMENT SERVICES Near Orlando, FL

Salary Schedule
To manage designated personnel within the Procurement Services department and to provide responsive, efficient, and innovative support to maintain the fiscal integrity of the district.
QUALIFICATIONS
  • Bachelor's degree in business administration, management, public administration, or related field from an accredited institution.
  • Five (5) years of experience in an administrative, supervisory, technical, or professional position in procurement. Public procurement experience is preferred.
  • Two (2) years of experience with direct supervision of staff in a Procurement office.
  • Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or NIGP Certified Procurement Professional (NIGP-CPP) highly preferred.
KNOWLEDGE, SKILLS AND ABILITIESProven knowledge and experience in formal bidding, negotiating, and contracting in a public or private procurement environment is mandatory. The development and execution of procurement plans as they relate to the purchasing of goods and services is highly desirable. Knowledge and experience in the implementation of State Statutes, State Board of Education regulations, contract law, and fiscal procedures as they relate to Procurement is desirable. Demonstrated leadership and management ability, skill in public relations, and ability to apply principles of continuous quality improvement to the procurement process. Must possess verifiable capability of supervising staff in the compilation of detailed reports and purchasing procedures, organizing work efforts, analyzing and establishing control systems, and have good verbal and written communication skills. Knowledge of and commitment to decision-making and accountability for results.

PHYSICAL REQUIREMENTSDescribes physical conditions of this position.

  • Supervise and direct the activities of staff as assigned, consistent with district goals.
  • Develop and implement strategic procurement plans aligned with the district's objectives, ensuring optimal acquisition of goods and services.
  • Lead and manage procurement team members, providing guidance, mentorship, and support to achieve departmental goals.
  • Oversee the execution of complex procurement initiatives, including large-scale contracts and strategic sourcing.
  • Collaborate with various departments to understand their procurement needs and provide expert advice and solutions.
  • Manage vendor relationships and negotiations, ensuring favorable terms, pricing, and service levels.
  • Monitor supplier performance and contract compliance, implementing corrective measures when necessary.
  • Analyze procurement data and trends to identify opportunities for cost savings and process improvements.
  • Stay abreast of industry developments, regulations, and emerging technologies to drive innovation in procurement practices.
  • Serve as a liaison with key stakeholders, fostering collaboration and effective communication.
  • Participate in professional development activities to stay on top of current industry practices.
  • Provide training and technical assistance to customers/ internal team
  • Research/develop specifications, scope of work/services, and contract documents.
  • Interpret and clarify contract provisions, procurement processes, and legal responsibilities to customers, contractors, and internal team.
  • Research/advise users on market trends, new goods and services, and alternative sources of procurement.
  • Lead in the development of complex, non-restrictive specifications for formal solicitations.
  • Analyze solicitation responses to determine and recommend the award of solicitations in the best interest of the district.
  • Work with internal and external customers and suppliers to resolve complex issues and problems.
  • Draft plans and recommend processes and procedures to improve the efficiency of the Procurement Services department.
  • Assist in planning work procedures, supervising assignments of subordinates, and reviewing work for accuracy and conformance to district policies, procedures, regulations, and statutes.
  • Keep abreast of economic and business issues that affect procurement policies.
  • Make decisions to adequately meet evolving conditions and define strategies to effectively meet business objectives.
  • Monitor and support minority, woman-owned businesses (MWBE), local developing businesses (LDB), and veteran-owned businesses (VBE) participation in the contracting process.
  • Establish and maintain effective working relationships with schools, departments, organizations, management, and the public.
  • Keep the Director, Procurement Services informed of critical issues within the Procurement and Contracting section and incidents about which he/she and the Board should be aware.
  • Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s instructional initiatives, and the school district’s charter guidelines.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
∗ Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
