Otter Tail County is Hiring a Certified Solid Waste Operator Near Fergus Falls, MN

Otter Tail County is accepting applications for a full-time Certified Solid Waste Operator.The purpose of this position is to provide for the daily operation of a remote solid waste transfer station/landfill, assuring that the site is operated in a safe manner, consistent with rules and permits.The primary work location will be Fergus Falls (50-75%), with the ability to fill in at other locations as needed.
EXAMPLE OF DUTIES
Operates Facility according to scheduled hours, site permits, and county operational protocols.Greets customers, instructs regarding proper management practices, distributes and explains educational documents, flyer and brochures to assure customers understanding of proper waste management methods.Inspect customer’s materials for acceptable or non-acceptable waste, proper separation and volume to determine proper management method and related costs, collects fees, prepares and provides individual customer receipts.Directs incoming vehicles to appropriate locations and monitors unloading.Operates tractor, loader, and a full swing backhoe for site maintenance and operation which includes snow removal and mowing with the brush hog.Assures proper loading and operation of waste compactor. Monitors compactor pressure to assess remaining capacity.Maintains the acceptance of brush and leave and capacity of the brush and leaf disposal pile. Periodically disposes of the brush pile as per Minnesota Department of Natural Resources permit for Open Burning.Performs custodial tasks, cleans facility grounds and maintains buildings and site.Coordinates with contracted site hauler to assure timely removal and proper disposal location of all waste loads.Prepares monthly reports including daily receipts, daily deposits, monthly totals and submits information to the office in Fergus Falls.Monitors the acceptance of waste electronics, assures maximum use of electronic storage container and coordinates with contract hauler when container is reaching capacity.Weigh incoming loads, direct hauler dumping of loads into tipping floor or into semi-trailers, monitor loads for unacceptable waste and compact load.Meet with and accompany State of Minnesota inspectors on site compliance inspections. Explain county equipment designs and operation (cells, pumping stations, compaction units).Maintain demolition landfill cells to assure that proper materials are disposed of and to assume that the site is properly and safely maintained and operated.Provide routine inspection, maintenance, maintaining and pumping of the leachate collection and storage equipment.Perform routine equipment maintenance (grease, oil, filters, air, etc.) and schedules additional maintenance with local maintenance shop.Monitor the acceptance of all other waste (whitegoods, tires, microwaves, electronics, etc.).Provide routine inspections and maintenance for on-site scales.Loads transfer trailer using articulating loader and full swing backhoe. Responsible for loading according to MN DOT regulation and specific disposal site requirement.Using contract hauler provided semi-tractor and contractor provided transfer trailers, remove full transfer trailer from load out area, tarp trailers and place new transfer trailer on the load out floor.Operates mechanical hook truck and pup trailer.Assists other areas of the department as requested. These other areas may include HHW, recycling, redemption, landfills, and public information and education outreach.May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
SUPPLEMENTAL INFORMATION
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 7:30 a.m. - 4:00 p.m. with rotating Saturdays 8:00 a.m. - 12:00 p.m. The 2024 starting salary for this position is $20.63 per hour, depending on qualifications, with advancement to $30.94 per hour. Prior to hire, finalists will be required to pass reference checks and a background investigation.
