Pace School is Hiring an Education Director Near Pittsburgh, PA

This position is considered a covered position under the Pennsylvania Department of Welfare, Medical Assistance Bulletin 99-11-05. In accordance with the bulletin, Pace is required to screen covered positions on a monthly basis to determine if they have been excluded from participation in Medicare, Medicaid, or any other federal health care program.

REQUIREMENTS:

• Pennsylvania Public School Certification in Special Education and Supervisor of Special Education (Nursery – 12) or Principal PK-12 or Superintendent

• Experience in supervision or program leadership in a school setting.

• Experience in school programs for students with emotional disturbance and/or autism.

Preferred:

• Experience with a blended service delivery model (education and mental health).

OBJECTIVES:

1.To oversee and manage the day-to-day operations of Pace School and Extended School Year Program.

2.To ensure that students receive quality service and that the educational rights of each student are facilitated and protected.

3.To implement and maintain the vision for educational programming at Pace.

ESSENTIAL FUNCTIONS:

Leadership

1. Serves and the Education Director with the Pennsylvania Department of Education (PDE), the PDE Private Academic School Board, and the PDE Bureau of Special Education.

2. Facilitates implementation of the organization’s annual goals and strategic initiatives as they relate to specific areas within his/her areas of responsibility.

3. Serves as the primary School Administrator and thereby is responsible for the establishment and monitoring of day-to-day school operational procedures.

4. Maintains school operations within the parameters of the current year budget and identifies opportunities for cost reduction.

5. Oversees the school staff to ensure that duties are fulfilled in a manner that demonstrates knowledge and use of evidenced based instructional and positive behavior management practices and procedures.

6. Supports the implementation of a trauma-informed culture.

7. In collaboration with the Chief Executive Officer facilitates the implementation of ongoing, multidimensional evaluation of the program, specifically concerning effectiveness of instructional and behavioral programming.

8. Collaborates with the Chief Financial Officer and Chief Executive Officer to develop and manage the budget for operations.

9. Collaborates with the Chief Financial Officer and Supervisor of Building and Grounds on facility related matters.

10.Chairs the admissions committee and manages the census through internal assignments of students.

11.Oversees and/or facilitates review and revision of the program’s academic curriculum.

12.Oversees the day-to-day operations of the Extended School Year program.

13.Oversees student transportation process and procedures.

Administrative Duties

1. In accordance with Federal and State laws and regulations (i.e., IDEIA, PA Chapter 14, PA Chapter 171, FERPA) ensures that students’ educational rights of each student are facilitated and protected.

2. Works collaboratively with the Clinical Director to ensure that DHS and HIPAA regulations and managed care standards are met for the school-based partial hospitalization program.

3. Within the timelines provided for the annual budget, makes recommendations to the Chief Executive Officer and Chief Financial Officer about changes in the staffing patterns or roles and about expenditures for materials and supplies.

4. Makes recommendations for modifications or additions to policies to the Chief Executive Officer.

5.In accordance with Pace polices, develops, or modifies operating procedures for review and approval by the Chief Executive Officer and facilitates the implementation of these procedures.

6. Makes recommendations for the annual school calendar to the Chief Executive Officer.

7. Reviews and revises, as necessary, the Pace Parent/Student Handbook.

8.Serves as the Pace senior administrative representative in Individualized Education Program (IEP) meetings for students.

Human Resources

1. According to Human Resources procedures, participates in the hiring of staff and provides recommendations to the Chief Executive Officer and Human Resources Manager.

2. Oversees the development and implementation of the Pennsylvania Department of Education Approved Professional Education Plan and Teacher Induction Plan.

3.In collaboration with the Clinical Director, Training and Development Coordinator, Supervisors, and Human Resources Manager, implements the professional development plan for staff.

4. Conducts formal and informal observations of each Teacher and classroom team.

5. Conducts routine consultation with newly hired Teachers concerning knowledge and acquisition of skills specific to the responsibilities of their job assignment.

6. Conducts routine performance management of all direct reports, including the annual review. Provides recommendations for disciplinary actions or dismissal to the Chief Executive Officer and Human Resources Manager.

7. Conducts interviews for Supervisors, Teachers, Classroom Assistants, Personal Care Assistants, Special Area/Related Service Staff, and others as assigned.

Educational Leadership

1. Maintains familiarity with the Federal and State laws and regulations governing general and special education and accompanying operational procedures or changes, facilitates dissemination of new information, and proposes or implements program changes as needed.

2.Supervises and works collaboratively with the Program Supervisor and Special Education Supervisor to ensure that Pace remains compliant with Federal and State special education laws and regulations.

3. Oversees the Supervisor’s efforts to ensure the delivery of quality instruction including:

a. Reviewing and evaluating of the lesson plans developed by the Teachers to ensure that they exhibit a logical scope and sequence of lessons, a connection to the students’ IEPs and the PA academic standards and include first-hand and active learning experiences.

b. Assisting teachers to identify the appropriate instructional materials and strategies to implement for a specific caseload of students.

c. Guiding teachers to evaluate student performance on an ongoing basis through a variety of assessment practices (i.e., Performance based, Curriculum-based, Criterion referenced) and to use the data gained to modify and adapt instructional practices.

4. Establishes and monitors the implementation of the Pace grading system.

5. Establishes student attendance procedures and routinely monitors student attendance, including serving as the Pace Truancy Officer.

6.Approves community-based educational experiences (i.e., field trips, service-learning projects).

Quality/Process Improvement

1. Maintains familiarity with federal and state legislation (i.e., IDEIA, PA Chapter 14 of the Pennsylvania School Code) and makes recommendations for procedural changes to Chief Executive Officer.

2. Actively assists the Supervisors to manage or reduce costs without having a negative impact on quality of service.

3. Maintains familiarity and disseminates information regarding current trends and best practice instructional, behavioral, and mental health treatment interventions for students.

4. Monitors the implementation of developmentally appropriate instructional and program strategies, intervention techniques, instructional and assessment methods.

5. Maintains familiarity with school-wide data collection procedures i.e., symptom severity scales, reading and math achievement, Critical Incident Reporting) and utilizes data during individual supervision or team meetings to identify areas of concern and make recommendations for modification to the program, as needed.

6.Continuously looks for and applies ways to improve work processes and systems.

7. Maintains familiarity with the Pace Policies and Procedures and makes recommendations to the Chief Executive Officer regarding updates and/or changes to policies or procedures.

8. Facilitates teamwork and problem solving at all levels of the program.

9.Communicates with the Chief Executive Officer about organizational issues and conducts/participates in meetings with other administrators to address program-related issues.

10.In all forums, models quality interactions/interventions that are consistent with and based on established program practices.

11.Participates in the Continuous Quality Improvement process, including making recommendations for annual goals, establishment of a representative committee and implementation of follow-up procedures and reporting of outcomes.
