Overview

The Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area which is includes the Radiochemical Processing Laboratory (RPL) Building. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus.

Responsibilities

The Radiochemical Processing Laboratory (RPL) Building, Engineering, and Maintenance Manager leads a team focused on operating and maintaining RPL, a Hazard Category II Department of Energy (DOE) non-reactor nuclear facility in a safe, compliant, environmentally sound, and reliable manner capable of supporting the research mission. Ensures the availability of facility systems and the resources necessary to allow the facility mission to be achieved, and ensures the facility is operated within the requirements of the Authorization Agreement, Documented Safety Analysis, and the Facility Use Agreement. Serves as primary interface to facility occupants in supporting activities and facilitating the resolution of operational issues related to the conduct of business.

Work must meet 10 CFR 830 regulatory and safety basis requirements. Plans, schedules, and implements the conduct of operations and maintenance required to work at the nuclear facility and integrates R&D projects. Adheres to all RPL Safety Management programs (i.e., conduct of operations, nuclear maintenance, DOE qualified database management and records/document management) required per RPL's mission. Procedures and work processes are implemented at a high level of rigor to ensure compliance with Safety Basis facility requirements. Participates in and leads interdisciplinary teams as required. Conducts overall work with an understanding of the facility Technical Safety Requirements, permits, and surveillances. 

Staff include engineers and specialists to maintain RPL mission ready. Ensures the RPL Facility & Infrastructure Operations team completes activities safely, on schedule, and within budget, while meeting all quality requirements and customer expectations. Responsible for maintaining positive relationships with regulators, customers, and stakeholders. Knowledge of project management, work control, plant operations, building emergency response organizations, DOE requirements (e.g., Conduct of Operations, Emergency Preparedness, Quality, Nuclear Maintenance, etc.), and environmental, safety and health policies and procedures are required. Demonstrated ability to motivate, guide, direct, and manage skilled union labor is necessary.

Responsible for the oversight function to plan and conduct assessments to determine the effectiveness, efficiency and adequacy of all systems, operations, programs, and processes within RPL. Examines sources of programmatic or operational risk in terms of regulatory and operational criterion. Assessments and investigations are conducted to assure consistency of operation against program requirements.

Qualifications

Minimum Qualifications:

  • BS/BA and 10 years of relevant experience -OR-
  • MS/MA or higher and 8 years of relevant experience.

Preferred Qualifications:

  • Degree or advance degree in engineering or related discipline.
  • Demonstrated experience in the nuclear facility operations to include a working knowledge of 10 CFR 830 Sub Parts A and B, Department of Energy Orders DOE O 422.1, “Conduct of Operations,” DOE O 425.1D, “Verification of Readiness to Startup or Restart Nuclear Facilities,” DOE O 420.1C, “Facility Safety," DOE O 433.1B, “Maintenance Management Program for DOE Nuclear Facilities,” and DOE Standard DOE-STD-1073, Configuration Management."
  • Experience as a member of an Emergency Response Organization.
  • Proven experience managing within a bargaining unit environment and demonstrated sound judgment in handling sensitive personal matters and complex, technical issues.
  • Knowledge of project management, work control, nuclear operations, training, environmental, safety and health policies and procedures.
  • Experience implementing a documented safety analysis and technical safety requirements.
  • Strong proven interpersonal skills (including conflict management and team building skills).
Hazardous Working Conditions/Environment
  • Must be willing and able to work in radiologically controlled or high hazard areas.
  • Position will be required to qualify under DOE O 426.2A nuclear training program requirements.
Additional Information

This position requires the ability to obtain and maintain a federal security clearance.

* Background Investigation: Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

*Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
