GENERAL DESCRIPTION OF POSITION:

The Human Resources Information System (HRIS) Program Manager plays a critical role in the success of HR initiatives by supporting Pacific University's staff, faculty, and students in the utilization of the university's HRIS (Paycom) for employee data, new hire processes, onboarding, applicant tracking, compensation, benefits, selfservice, recruitment, employee relations, and I-9 activities. This position is responsible for ensuring the efficient operation and use of the HRIS, ensuring adequate controls for properly safeguarding confidential data and the integrity of accurate information, and providing information, training, and technical support to all system users. In this highly collaborative role, the HRIS Program Manager works with all HR team members and across the university's units to meet the informational and systems needs and administration of the HRIS. This role is the primary point of contact for triaging issues and supporting the HRIS, focusing on data quality, consistency, and accuracy. This role supports, coordinates, and assists in implementing solutions to meet HR and university requirements including HRIS reports, workflows, system training, troubleshooting, issue resolution, and general guidance. This role is responsible for updating HRIS-related forms, procedures and creating process guides and other reference material, and conducting regular audits. The HRIS Program Manager handles the implementation and utilization of the HRIS and is responsible for the business relationship, coordination, cost analysis and containment, system enhancements, special requests, and solution management with the external vendor.

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

  • Ensure delivery of full functionality of the HRIS; the primary point of contact for HRIS support, addressing inquiries, complaints, and problems with university constituents.
  • Support the maintenance and accuracy of HRIS records, reporting, and workflows.
  • Provide the intake, production, tracking, delivery, and administration of frequent and various reports required by HR and university colleagues.
  • Create and deliver training materials, process documentation, and user guides.
  • Monitor HR department and end-user needs and provide guidance, enhancements, and troubleshooting on HRIS usage.
  • Conduct frequent audits to support data integrity.
  • Coordinate and provide system enhancements, upgrades, process improvements, and automated reports.
  • Troubleshoot system issues, develop and track an issue log, provide resolutions, and analyze trends.
  • Provide day-to-day HRIS technical and administrative support to the HR department and university end-users.
  • Enter business and staff, faculty, and student data into the HRIS; regularly conduct audits to validate the data integrity, accuracy, and completeness of staff, faculty, and student records.
  • Develop and maintain comprehensive documentation of HRIS processes, procedures, and system configurations.
  • Handle the vendor relationship and collaborate with vendor development teams for troubleshooting, enhancements, special requests, cost controls and analysis, training, and business relationships.
  • Manage permissions and access for employee self-service and client users; provide support for HRIS onboarding-related processes for faculty, staff, and students.
  • Handle within the prescribed timeframe all I-9-related processes, administration, monitoring, documentation, and reporting for faculty, staff, and students. Responsible for EAD review, communications, documentation, processing, and reporting.
  • Ensure service requests are completed on time, accurately, efficiently, and to specification.
  • Collaborate with HR team members to support the daily HR department functions and ensure integration of such into the HRIS processes and procedures.
  • Actively provide in-depth support for all large-scale HR, payroll, and benefits initiatives; troubleshoot HRIS issues as an intermediary with the external vendor in a timely and productive manner.

SECONDARY FUNCTIONS:

  • This position has no direct supervisory responsibilities.
  • Perform other duties, projects, and initiatives as assigned.
  • Serve on university committees and volunteer at events.

EDUCATION AND/OR EXPERIENCE:

  • Bachelor's degree in a related field, or a minimum of three (3) years with comparable experience in project management, systems implementation, and system process improvements.
  • SHRM Certified Professional (SHRM-CP) preferred.
  • HRIS software experience required preferably Paycom.
  • Experience in higher education preferred.

  • Advanced proficiency with Microsoft Office Suite, Google Suite, Adobe Acrobat Pro, and HRIS (Paycom preferred).
  • Knowledge of federal and Oregon labor and employment laws and USCIS regulations.

WORKING CONDITIONS:

  • On-site office environment primarily at the Forest Grove campus and occasionally at the Hillsboro campus.
  • Project timelines and deliverables require flexible scheduling and frequent communication.
  • Walking throughout campuses and driving to campuses and metropolitan areas for professional meetings and events.
  • Some weekends, evenings, and holidays are required; flexibility in hours is necessary.
