General Purpose

Under minimal direction of the business unit Managing Director or Vice President, manages the initiation, planning, execution, and delivery of new main grid transmission intra and inter-state additions, selected distribution, and generation interconnections for transmission and selected distribution customers, developers and stakeholders (i.e., government, regulatory, environmental, special interest) as required. Manages the siting, permitting and delivery of transmission facilities through the National Environmental Policy Act (NEPA) requirements when constructing facilities on federal lands as well as the public involvement plan involving federal, state, local and other major stakeholders impacted by new transmission facilities. Manages and allocates financial and employee resources. Responsible for selecting, coaching, and developing employees and management of employee salaries. Implements and supports Company programs, business strategies, objectives and policies. Typically supervises Manager-level employees.

Responsibilities

• Manages project teams comprised of senior level, highly skilled project managers, project controls specialists, and internal matrix team members specialized in the various skills required to site, permit, and deliver complex, transmission projects involving federal, state and local agencies.
• Interfaces with state and federal government agencies, Bureau of Land Management, U. S. Forest Service, National Park Service, Bureau of Indian Affairs, Department of Wildlife Resources, State Parks, etc. to ensure compliance with the National Environmental Policy Act for siting, permitting, and construction of new transmission facilities on federal lands.
• Identifies and manages risks associated with complex, high value, interstate transmission projects.
• Ensure projects are managed within the corporate budget and time constraints in order to complete main grid transmission facilities.
• Apply engineering and environmental principles to support the Company's operations, including facilities technical studies, planning, and implementing capital projects.
• Assist with development and implementation of annual asset investment plan including capital and maintenance expenditure options and serviceability reviews.
• Prepare expert testimony for legislative hearings, regulatory proceedings, and court proceedings.
• Lead data responses and correspondence with PUCs on Asset Management issues.
• Ensure assets are supported with internal and external technical resources, and manage issues associated with operations, asset performance and environmental compliance.
• Responsible for daily communication of expectations, coaching employees, providing ongoing feedback, and working collaboratively with other departments.
• Facilitate change, develop others, foster continuous improvement and drive for compliance to a developed standard.
• Assess industry practices as well as local factors that have a direct impact on performance both physical and financial.
• Ensure that the best technical processes and project management practices are applied across the generation.
• Oversee process centered transition activities and special projects.
• Ensure compliance with federal, state, or local regulations.
• Recommend and implement action plans for achieving objectives.
• Select, coach, and develop employees.
• Review and evaluate employee performance and prepare quarterly and annual reviews.

Requirements
  • Bachelor’s Degree in an applicable field; or the equivalent combination of education and experience.
  • A minimum of ten years of current electrical utility transmission, account management, large industrial business experience, plant operations, maintenance, engineering, or a related field.
  • A minimum of five years’ experience in people management.
  • Extensive working knowledge of the National Environmental Policy Act (NEPA) with the ability to direct interstate transmission projects through the complex environmental impact statement (EIS) process to obtain a positive federal record of decision for facility construction.
  • Effective management skills including the ability to establish objectives, execute policy, monitor resources, and manage the development or implementation of a system, program, or process.
  • Knowledge of Company's strategic plan, objectives for specific area, as well as Company policies, procedures, and practices.
  • Strong knowledge of state and federal safety and environmental regulations (OSHA, Title V, etc) and applicable codes such as ASME, ANSI, and NFPA.
  • Knowledge and experience in the design, installation, operation, and maintenance of electrical generation facilities.
  • Effective analytical, problem-solving, and decision-making skills.
  • Project management skills: ability to prioritize and handle multiple issues and projects concurrently,
  • Proficient with the use of personal computers including spreadsheet, database, word processing, presentation applications and SAP.
