USAID's upcoming Gender in Monitoring, Evaluation and Learning (GMEL) Task Order (RFTOP) promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical and thought leadership, training, technical assistance, communication, and outreach. This global initiative, within USAID's Monitoring and Evaluation Services indefinite delivery, indefinite quantity contract (EVAL-ME II) IDIQ will generate fresh gender-informed evidence; bridge gender information gaps; and expand the frontiers of learning.
Panagora Group seeks a Senior Gender Expert as part of the anticipated GMEL Task Order award. The Expert will assume a leadership function in analyzing, designing, and mainstreaming gender and inclusion strategies within activities.
Responsibilities:
  • Ensure the application of USAID's Gender Equality and Female Empowerment Policy and ADS 205 across activity objectives.
  • Collaborate with team to ensure that gender equitable and person-centered approaches are incorporated in activity design and monitoring, including age/sex disaggregated monitoring and reporting.
  • Design research to monitor and evaluate the effectiveness of innovative gender integration strategies and strategize methods to monitor instances of gender disparities.
  • Lead sensitization and awareness trainings on social inclusion for the activity staff as well as key partners.
  • Other tasks contributing to meeting gender equity and women's empowerment targets and goals.
  • Contribute to annual work plans, progress reports, training, and other technical activities and documents
  • Other duties as assigned.
Requirements
  • Master's degree (or higher) in gender studies, development studies, social sciences, anthropology/sociology or other relevant fields.
  • A minimum of ten (10) years of progressively responsible professional experience gender and social inclusion issues and implementation, preferably with USAID projects.
  • Extensive practical experience in leading gender mainstreaming and implementation of gender-sensitive projects and programs.
  • Experience in gender mainstreaming, analysis, research, designing gender policies, strategies, guidelines, and training manuals.
  • Familiarity with policies related to gender and social inclusion gaps, gender-based violence, and USAID gender and equity programs.
  • Outstanding written and oral communications skills.
