PARSONS HOUSING AUTHORITY is Hiring an Intake/Leasing Agent Near Parsons, KS

Broad Scope of Duties

Intake/Leasing Agent accepts and processes applications for the Parsons Housing Authority and leases public housing properties. Assists the Executive Director in day-to-day operations, conducts annual and interim resident re-certifications, prepares, explains, and enforces leases and amendments,initiates termination procedures and attends court hearings when necessary, meets with individual residents, their families and/or service providers (therapists, social workers, etc.) to discuss rules infractions, and offer assistance/work toward problem resolution

Reports To:

Works under the general supervision of the Executive Director

Major Duties:

  • Interviews applicants for public housing assistance and assist them in the completion of prescribed application and declaration forms
  • Obtains information relative to clients or applicants from previous landlords, professional references, banking institutions, employers, criminal background, and information specific to other agencies
  • Evaluate known eligibility factors in specific cases against established criteria, HUD regulation and admissions and continued occupancy procedures
  • Maintain client records and files, documents, and verifies client changes or, monitors annual participant activities to ensure timely completion, and conducts required annual activities including annual reexaminations and interim reexaminations.
  • Completes accurate data entry necessary to monitor annual participant activities; creates reports, gathers, and computes information necessary for accurate reporting to HUD and KDHE, create documents, and other related notices
  • Provides courteous, confidential customer service by determining the needs of the individual and directing them to the proper source, answers inquiries about the Housing Authority services in person, by telephone, through e-mail or other forms of communication
  • Compiles and maintains resident information; Enforces dwelling leases, and Federal, State and Local regulations
  • Make housing allowance computations to establish the level of rent based on rent schedules, propriety of continuation, modification, or termination of public housing assistance
  • Works with the Maintenance Head to ensure that units are promptly available for occupancy; and explains tenant responsibilities for the unit.
  • Prepare and type a variety of forms and other documents required by Federal, State and County government and answers correspondence requesting information about housing programs
  • Performs accounting functions such as accounts payable, payroll, and receivable, takes deposits and delivers, takes mailing to post office.
  • Interpret program regulations and other pertinent material to applicants, recipients, and the general public
  • Conducts meetings with applicants, participants, and staff, and mediates conflicts as they pertain to leased housing regulations
  • Operates office equipment incidental to the performance of basic duties, including a personal computer with modern office desktop and specialized software
  • Collects, sorts, distributes incoming mail, and posts outgoing mail
  • Completes project resource requirements, set priorities, and develop realistic implementation plans
  • Attends meetings, trainings, and seminars as directed by ED
  • Handles confidential information in a discreet and professional manner
  • Interpret the rules, regulations, and policies of the U.S. Dept. of Housing and Urban Dev
  • Responsible for recommending, implementing, and enforcing policies and procedures in compliance with Local, State, and Federal laws
  • Collect, evaluate, and interprets varied information in statistical or narrative form
  • Notifies supervisors, within 30 minutes of daily start time, regarding staff absences, delays; updates and informs other receptionist (s) of same and related information
  • Promptly, accurately, professionally, and courteously receives 100% of all telephone calls and visitors.
  • Promptly, accurately, professionally, and courteously assesses 100% of received calls/inquiries and directs and/or records and relays messages
  • Prepares and processes 100% of outgoing mail to include: accurate weighing; sorting; affixing postage; properly addressing; and preparing certified/overnight/return receipt mail.
  • As directed, timely delivers mail to post office.
  • Signs for deliveries when necessary and notifies recipients
  • Inputs tracked information into excel spreadsheets
  • Respect’s confidentiality in discussing resident, staff, volunteers, and organizational matters.
  • Maintains confidentiality of organization, fiscal and personnel related information.
  • Assists applicants with housing applications, checks for completeness, answers questions, issues personal and rental verification, and relays program information to applicant.
  • Develops and maintains comprehensive knowledge of community resources; provides information, referrals, and follow-up.
  • Distributes flyers, posts resident notices, and maintains bulletin boards and community calendars
  • Copies and distributes monthly newsletter
  • Posts accounts receivable upon receipt of rent payments
  • Maintains property, tenant, and accounts payable files
  • Accompanies pest control staff as directed by ED during pest control
  • Perform related duties and tasks as assigned by ED

Job Requirements

Education and Experience: Associates degree from an accredited college, preferably in business administration, accounting, or public administration, and/or three (3) to five (5) years diversified office experience, and/or experience working with Public Housing programs or a certified occupancy specialist position.

Must obtain Eligibility/Occupancy Certification and/or Public Housing Manager from a HUD approved organization within one year of appointment and be bondable with appropriate company providing the performance bond for the Housing Authority.

Knowledge, Skills, and Abilities:

Must posses effective interviewing methods and techniques for collecting a variety of financial data and other information; Problem solves, adept at interpreting and implementing procedures, processes, and approaches in rental property management; Working knowledge of Federal, State, and Local statutes, rules, regulations, policies, and procedures pertaining to Public Housing. Skilled in computer applications related to the work such as Microsoft Word, Excel, PowerPoint, and related programs and systems. Ability to interpret and implement policies and procedures provided in writing or oral formats. Ability to work independently, effectively, and efficiently in stressful situations with clients and others. Ability to interact well with employees, residents, and the general public

. Skilled in standard office practices, procedures, and equipment. Ability to determine tenant eligibility using established policies, procedures, and Federal and State regulations. Ability to gather data, analyze and compile, in acceptable format, for monthly management reports to HUD. Grounding in modern accounting practices with emphasis on GAAP.

Special Qualifications: When driving on Housing Authority business, the incumbent is required to maintain a valid Kansas driver’s license and satisfactory driving record is required
