Job DescriptionParsons is looking for an amazingly talented Construction/Commissioning Engineer to join our team!
What You'll Be Doing
  • Manage and develop transition and operational processes and procedures for all elements of the new 700MHz radio system as they become available for use. Coordinate with engineering and construction teams to ensure issues are addressed in a timely fashion to maintain the project schedule
  • Ensure that cut‐over plans are developed within schedule and are thoroughly coordinated with and approved by SMEs, stakeholders, and operational departments to ensure minimal impact on operations
  • Ensure that the cut-over plans contain mitigation plans to address issues and failures during and after cutover.
  • Maintain and monitor the delivery of the project against operational parameters established by department SMEs and provide reports to the management team as required
  • Work with Managers, Engineers, and stakeholders to author technical documents addressing contractual matters as well as process and procedural changes required to support the new 700MHz radio system
  • Prepare project‐related correspondence to consultants, contractors, Authority officials, and other agencies as required or scheduled; prepare progress reports, issue reports, and make recommendations to the project management team as required
  • Provide oversight and management to establish and maintain a systematic, documented, comprehensive, verifiable, and continuous systems integration process applied throughout the duration of the Contract in accordance with Contract requirements
  • Engage internal and external stakeholders in the review, development, implementation and communication of transitional and new operational policies and procedures in support of the cutover to the new 700/800 MHz radio system
  • Support project team and Contractor activities, including the planning and execution thereof, required to obtain Safety Certification of the radio system
  • Performs commissioning activities, inspections/surveillances, ensuring that requirements are met with 100% accuracy.
  • Develops and Implements commissioning, inspection, examination, and testing procedures and records inspection, examination, and testing data.
  • Evaluates the validity and acceptability of installed components.
  • Evaluates the adequacy of specific programs used to train and test inspection, examination, and testing personnel.
  • Performs and documents inspections including subcontractor work
  • Oversees subcontractor inspections and review of subcontractor work. Reviews and audits subcontractor generated quality records.
  • Documenting and communicating inspection results in a clear and concise manner.
  • Understands contract requirements and subcontractor(s) contract requirements.
  • Performs other functions associated with this position as appropriate.
  • Required to work from client offices and installation locations.
Accountable Items (Deliverables)
  • Support the completion of a gap analysis of operational and radio system procedures for various departments to identify, record, and report any gaps or variations in processes and procedures when applied against operational capabilities of the new 700/800 MHz radio system.
  • Management reports which detail findings, recommendations, resource requirements, and risk analyses for the Task Manager, Engineering Manager, and various stakeholders
  • Delivery of a mechanism and assigned project responsibility for interface management and control, such that every interface has a single entity within the Contractor’s organization accountable for engineering and verifying the interface
  • Defined methods to confirm interface compatibility and demonstrate said compatibility through tests or other approved verification methods
  • Delivery of reliable, available, maintainable, and safe system components and subcomponents to meet the overall availability, dependability, and safety criteria
  • Seek approval of Operations policies and procedures 60 days prior to substantial completion inspection of the new radio system or operations training, whichever comes first
What Required Skills You'll Bring
  • 4-year degree in Engineering, Business or Quality discipline or related field (or equivalent work experience)
  • 8 years of related work experience in the field.
  • Possesses working knowledge of one or more areas of industry such as infrastructure, government, aviation, process, or transportation.
  • Radio Communications Equipment, Installation, Operation, and software & monitoring solutions.
What Desired Skills You'll Bring
  • Requires knowledge of Quality Management practices, processes and current technology.
  • Requires the ability to communicate clearly, conduct presentations to management, and interface effectively with a diverse group of professionals.
  • Ability to analyze situations in business terms, i.e. ROI, cost per unit, etc.
  • Very good interpersonal skills to work with other departments in a tactful and effective manner.
  • Very good written and verbal communication, analytical, problem solving, and risk assessment skills.
  • Computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
  • Working knowledge of ISO Quality Management Systems Standards.

Salary Range$96,400.00 - $182,400.00
