General Description

JOIN OUR TEAM AS AN ADMINISTRATIVE SERVICES MANAGER!
Responsible work in directing the administrative functions of a major branch, including directing the development and implementation of all financial and management functions, and the development, installation, and maintenance of specialized accounting systems for various types of projects. Oversees a team of fiscal services personnel supporting and managing major departments.

Essential Job Functions

Conducts continuing analysis of department revenues, encumbrances, and expenditures in compliance with applicable laws, County policy, and generally accepted accounting practices. Conducts cost/benefit studies. Determines and analyzes service level costs. Analyzes department budgets and facilitates the expenditures of funds; monitors multiple fund activity; develops, coordinates, and approves all requisitions and capital outlay activity. Monitors ledger files, receipt books, invoice receipts, and vendor activity. Documents and maintains accounting operations and implements procedures for improved efficiency. Prepares statistical and analytical reports on departmental operations, including revenue, expenditures, time schedules, and tracking charts. Reviews and evaluates cost estimates on project activity. Monitors grant activity and coordinates grant applications and follow-up. Researches product and equipment upgrades. Provides for the implementation of branch goals and objectives by operating as an effective liaison between operating units. Provides for the dissemination of information to the public. Provides direction in the administration of the support services operations. Delegates authority to personnel with assigned responsibility to ensure the proper functioning of staff. Coordinates and maintains advanced level County projects. Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of modern principles and practices of administration and management.
  • Knowledge of general philosophy, principles, and objectives of the operating department or unit.
  • Knowledge of the methods and procedures involved in budget preparation, maintenance, and control.
  • Knowledge of contract writing and review.
  • Knowledge of principles and methods of data collection, statistical analysis, and social research procedures.
  • Knowledge of computer operations to include Microsoft Office based applications.
  • Ability to develop and implement administrative procedures and to evaluate their effectiveness.
  • Ability to plan, direct, and evaluate the work of subordinates and coordinate the activities of assigned staff.
  • Ability to establish and maintain effective working relationships with officials, other departments, employees, and the public.
  • Ability to direct the development and installation of administrative procedures.
  • A working knowledge of, and ability to implement the principles of high performing organizations (the Florida Sterling Model, Malcolm Baldridge, LEAN, etc.).

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Administration, Accounting, or a related field. Five (5) years' of experience in an administrative position that involved activities such as financial planning and management, contract administration, systems analysis, and budget preparation. Supervisory experience required. Experience in the public sector preferred. Master's Degree preferred.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
