Position: US Human Resources Manager Reports: Global Services HR Business Partner Location: United States. Summary of Role: In Collaboration with the Global Services HR Business Partner, pro-actively executes overall Human Resource administration on behalf of the US employee base and serves as an employee advocate. Demonstrates operational excellence in all areas of Human Resources including compliance, payroll and benefit administration, recruiting, on-boarding, talent management, and audits. Provides leadership by example to promote positive employee relations and engagement in accordance with applicable law, Pathfinder policies, best practices. Key Responsibilities: Employee Relations and Compliance : Provides first-tier guidance for managing employee complaints, employee conduct, and performance issues, disciplinary action, and other sensitive issues. Exercise good and sound judgement in the escalation of such matters to the GS HR BP. Supports the management and maintenance of country-specific policies, laws, guidelines, standards, and procedures, to ensure that processes are effective and efficient in preventing, detecting, and correcting noncompliance with applicable laws and regulations, donor requirements, and Pathfinder policies and standards of conduct. Collaborates on internal investigations, as assigned by the HRBP leadership. Maintains knowledge of current and pending legislation and applicable employment related laws that impact the company and the US employee base, including legal requirements related to payroll, retirement accounts, leave, and ACA administration. Prepares government reports related to EEO compliance. Provide guidance on the maintenance of records, logs and reports to conform to EEO regulations. Makes effective use of company systems UKGPro to ensure timely, accurate and consistent personnel record-keeping. Benefits Administration : Administers all US health and welfare programs. Ensures on-going benefit plan compliance including ownership of annual and ad-hoc audit processes, distributing required notices to employees, and conducting annual non-discrimination testing, and annual retirement plan filings. Partners with US Benefit Vendors and Pathfinder leadership in making effective decisions about which of various benefits to offer and subsidize for their employees to create competitive US benefit packages. Manages annual benefit program open enrollment process. Leads employee workshops related to benefit programs open enrollment. Liaises with employee, their managers, the payroll and time keeping departments as appropriate in the administration of Workers Compensation claims and in Leaves of Absence. Provide reports, information and analysis to Pathfinder leadership as required to support benefit initiatives. Supports the GS HR BP with the administration of global life insurance programs, including claims management, and TCN retirement accounts. Collaborates with Finance team to ensure timely and accurate benefit reporting and payroll changes. Provides guidance to hiring managers as to the proper implementation of Pathfinder's compensation policy. HR Administration : Manages all aspects of the day-to-day HR Administration for the US. Reconciles, processes, submits, and monitors the proper payment of US HR Invoices Ensures proper on-going file retention in accordance with applicable law and Pathfinder policy. Completes employment verifications as requested. Enters all US employee actions into UKGPro in accordance with Pathfinder policies and procedures. Manage UKGPro US-based settings, parameters, guidelines, and processes. Talent Management : Assist the Director, Talent Management in ensuring the delivery of required employee trainings and the completion of such trainings by US employees. In coordination with the Director, Talent Management, assist US employees with the proper utilization of UKG for effective goal setting and performance reviews. Support hiring manager in the effective creation, maintenance, and distribution of job descriptions. Coordinates with the recruitment team in US-based position postings and provides administrative support for the recruitment of US employees as appropriate. Facilitates the review and processing of ad-hoc promotion activities. Partners with recruitment team and GS HR BP in the determination of appropriate compensation for new hires and promotional activities. Generates, circulates, and files offer letters for US employees. Completes on-boarding in UKGPro for US new hires. Conducts new hire orientation for US employees. Facilitates staff productivity and retention efforts including supporting professional growth and development plans. Employee Benefits Advocate : Acts as the main point of contact for US employees with benefit questions, guides US employees to make effective and compliant benefit choices, and processes changes as appropriate. Assists employees in filing claims, including, disability insurance claims and FMLA leave. Facilitates resolution of employee issues with benefitsvendors. Leadership : Provides leadership and guidance to country personnel on HR programs, policies, and practices in a manner that ensures alignment with organizational strategy and objectives and best practices. Builds and maintains strong relationships with country employees, serving as a trusted advisor and resource on HR-related matters. Promotes a positive work environment and enhances employee satisfaction and retention. Leads by example through collaboration and continuous improvement. Project Management and Employee Engagement : Leads, manages, or participates on cross-functional project teams including employee engagement initiatives. Partners with operations leadership to drive engagement based on their Employee Engagement Survey results in alignment with company goals. Required Education and Work Experience: Bachelor's degree in Human Resources Management, Organizational Psychology, Business Administration/Management, Operations, or a related field, or a combination of education and experience that yields the required competencies. Minimum 5 years' experience leading HR functions Minimum of 2 years' experience working with an international non-governmental organization funded by USAID and other donors. Minimum of 1 year of experience working with HRIS software applications. Able to identify problems, gather and analyze data, interview using active listening skills, form unbiased, fact-based conclusions, and write reports with findings and recommendations. Demonstrated expertise in organizational effectiveness, talent management and working within a matrix structure. Foundational knowledge of the elements of compliance, and organizational risks Knowledge of the country's labor laws, regulations and practices. Knowledge of legal requirements, procedures and practices for filing and maintaining HR records. Preferred Competence and Work Experience: SHRM-CP, SHRM-SCP, PHR, SPHR, CCP professional certificate Experience using UKGPro. Other Information: Technology to be Used: Uses cellular and office phone, laptop, or desktop computer.
