Job Description Summary:We're seeking an exceptional leader for our Program Management Organization leveraging a Hybrid-Agile methodology. In this pivotal role, you'll lead a global team of skilled program managers, overseeing strategic planning, leading core cadence routines, driving execution, and establishing ‘industry best practices’ in governance. Additionally, you'll provide leadership with visibility on our progress towards commitments, spearhead organizational change initiatives, and take the lead in enterprise-level strategic planning and OKR/KPI monitoring/reporting all while mentoring and coaching your program management team to elevate their performance. About the Consumer organization: The Consumer team designs and builds the PayPal, Venmo, and Honey experiences that our users interact with. We’re obsessed with creating value for consumers through experiences that power global commerce. From peer to peer money movement to helping consumers find the perfect next purchase to making it easy for a group to book their next trip, the Consumer team is making commerce easy, safe, and delightful.
Job Description:Key Responsibilities:
Portfolio Management Governance: Lead project/program governance efforts to foster team excellence including stakeholder management, resource planning, cross functional coordination/communication, risk, and dependency management. Provide a governance structure to proactively identify interdependencies, risks, resource constraints and program impediments so that these issues can be quickly addressed or escalated as necessary to ensure timely resolution. Implement best practices for program and project execution, ensuring projects are delivered on time, within business case scope/budget, and with high quality. Keep leadership informed and up to date about the status/progress of committed work and/or all relevant or useful information relative to the portfolio’s day-to-day activities. Drive automation / standardization of project execution and status read-outs.
Product Lifecycle Management: Drive the adoption and management of program implementation in accordance with the company’s product lifecycle management framework. Collaborate closely with product, business and engineering leaders who oversee execution. Foster alignment between projects and comprehensive launch strategies for new product capabilities, including geographic scope, precise timing, and effective ramp-ups. Lead planning efforts and cadences to create consolidated release/program roadmaps, ensuring seamless alignment with enterprise planning objectives.
Enterprise Governance: Establish and/or maintain enterprise project/program management methodologies, including processes, engagement rules, tools, metrics, and policies to optimize resource allocation, project timelines, and funding utilization. Implement governance structures and cadences for teams to provide leadership with enhanced visibility, facilitating data-driven decision-making within an OKR/KPI paradigm.
Strategic Planning: Lead the execution of enterprise-level strategic planning processes for the Consumer organization, aligning projects and program roadmaps with the organization’s overarching vision and OKR’s. Work across product teams to develop the consolidated Consumer roadmap, and partner with engineering / key partners to validate capacity allocations are correct. Ensure that all initiatives are strategically positioned to maximize their contribution to the company’s long-term success.
Process Improvement: Assess current methodologies, identify gaps vs. best practices, and continuously improve the process to support our aggressive deployment schedule. Maintain awareness of cross-product/program synergies and actively communicate opportunities to simplify or better align work across teams. Keep current on emerging trends/developments and grow knowledge of the business, related tools, and techniques.
Global Team Leadership: Lead, mentor, and coach a diverse team of program managers across different geographies, fostering their professional growth and excellence. Lead program retrospectives and commit to continuous improvement. Lead, motivate and develop relationships with internal and external cross-functional teams by sharing information and leveraging best practices. Participate in personal performance management and development activities including cross-training
Partnership with PayPal Enterprise Teams: Build strong relationships with partners across the enterprise to maintain alignment on key execution and dependency management matters.
Product Operations Expertise: Lead key operational functions within the Consumer product organization including: preparation for business / OKR reviews, capacity utilization read-outs, roadmap overviews. Own a central calendar of events for the product leadership team.

Qualifications:
  • Bachelor’s degree in Business Administration, Management, Engineering or a related field; MBA preferred.
  • 15 years of experience in program management or related product and / or engineering management roles, with a proven track record of leading and delivering complex initiatives.
  • 8 years of experience managing teams of hybrid-Agilist program managers/leaders responsible for multiple multi-million-dollar portfolios.
  • Experience with continuous roadmap planning, first line of defense (business risk & compliance) and OKR/KPI management/reporting
  • Proficiency in JIRA/ Agile tools environments/industry leading program planning / roadmap tools.
  • Strong leadership, coaching, and team management skills.
  • Excellent communication, presentation, and stakeholder management abilities.
  • Proficiency in strategic planning and execution.
  • Experience in technology industries preferred.

The U.S. national annual pay range for this role is $144800 to $319000
