JOB DESCRIPTION
Summary
The Operations Manager is responsible for leading, managing and directing production operations for the aggregate plants within his/her assigned area. The incumbent is responsible for safety, production, quality, cost, planning, environment compliance, employee relations, community relations, training and development, and maintenance. The Operations Manager will ensure that the aggregate plants in his/her area of responsibility (AOR) meet or exceed operations, production, capital and cost goals and objectives against budget and/or established targets and plans. He/she will also ensure that the operations in his/her area of responsibility operate in full compliance with company policies and program, and applicable legislation and regulations.
Functional Responsibilities
Ø Exhibit a strong work ethic with the ability to take direction and work in a team setting and independently.
Ø Adhere to Permian Basin Materials Code of Conduct and company policies.
Ø Provide leadership to the personnel in his AOR to implement the company’s strategy and achieve PBM’s annual goals and objectives and those established for the Area’s aggregate operations specifically. Plan and direct operations to maximize production, efficiency, and customer service.
Ø As a member of the PBM management team, actively participate in developing, implementing, and administering company policies (such as Health, Safety, and Environmental training and development etc.). Ensure that all assigned plants are in compliance with all Company policies and procedures and applicable legislation regulations.
Ø Lead the Company’s safety program within assigned area to achieve zero lost time accidents and ensure that the operations in his/her AOR are in full compliance with all company health and safety policies and procedures.
Ø Work closely with the Engineering Services staff, Safety, and other departments’ personnel to ensure that all permits and reclamation plans are current and takes appropriate action to secure new permits that may be required to continue or expand Company mining operations.
Ø Direct and coordinate activities of plants, for which responsibility is to delegate, to achieve goals and objectives including production facility modifications and capital improvements. In conjunction with Engineering Services personnel, review and analyze current operational metrics, and develop improvement programs, including capital (AFE) projects, to achieve improved productivity and efficiency goals and objectives. Successfully manage approved projects to implement new processes and equipment. Participate in post investment review audits with other assigned personnel.
Ø Review and analyze budget data, operation costs, and forecast data to determine progress toward established goals and objectives. Ensure that each assigned plant has a comprehensive system to track and monitor costs on a daily/monthly basis to determine performance and develop plans to address variances. Effectively address areas that are identified as not meeting stated goals and objectives.
Ø Analyze budget requests. Compile data and analyze past and current year operational requirements to prepare operational budget and justify funds requested.
Ø Coordinate activities with Sales, Tech Services, Quality Control, Maintenance, IT, Safety, and Engineering to effect operational efficiency and economy. Assist Sales representatives and QC/Technical Service Manager to resolve customers’ issues and complaints, as necessary.
Ø Work with Executive management to review achievements and discuss required changes in goals or objectives resulting from current status and conditions.
Ø Maintain a high level of employee morale at the plants. Demonstrate leadership and ensure that a positive employee relations environment is maintained through an open-door policy, by addressing employee issues and concerns in a timely manner and that training and development activities are on-going.
Ø Perform other duties as assigned.
Supervisory Responsibilities
Ø The Operations Manager is responsible for the overall direction, coordination, and evaluation of the area aggregate operations unit(s). Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; assuring quality standards are met; monitoring and appraising performance and taking appropriate actions as required; directing the development of Operations personnel rewarding and disciplining employees; addressing complaints and resolving problems.
EXPERIENCE/TRAINING/CERTIFICATIONS
Ø BBA or BS in Business Management preferred.
Ø 5 years of experience in Operations Management preferred with experience in the Aggregate/Ready Mix industry required.
Ø Must have a thorough knowledge of aggregates operations, mix design, testing procedures and required certifications. ACI Level 1 Concrete certification required.
Ø Must have effective supervision and development skills including the ability to effectively coach and mentor staff.
Ø Must be able to understand construction blueprints and site development layouts to effectively determine product needs and prepare pricing and project quotes.
Ø A valid driver’s license with no major violations that would exclude a person from driving for business as defined by our insurance carrier and company policy.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
Ø Candidate must be drug free.
Ø Position requires moderately strenuous physical work.
Ø Must be able to:
o Lift and carry up to 40 pounds from floor to 3’ – 6’ occasionally,
o Push or pull up to a maximum force of 100 pounds occasionally,
o Climb in and out of equipment 50 times per day,
o Climb up and down ladders occasionally,
o Sit or stand for extended periods of time,
o Use hands, fingers, and feet to operate and/or service heavy construction machinery and concrete mixers and haul trucks,
o Travel safely while walking and while operating heavy machinery and/or trucks over uneven terrain, roads, and pavement,
o See, hear, and respond to verbal, visual, and written instructions and to moving heavy construction machinery,
o Wear proper protective equipment including hard hat, safety glasses, high visibility clothing, steel-toed boots, and gloves,
o Observe all company Safety policies on company premises and while operating heavy construction machinery,
o Continually work in extreme hot and cold weather conditions,
o Work safely in wet, muddy, and slippery conditions occasionally,
Ø Environment will vary from outdoors with varying noise levels and vibrations associated with construction equipment, and exposure to building materials, dust, and dirt at operating sites to a normal office environment.
