PBF Energy is Hiring a HSE Department Manager Near Oregon, OH

PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Health, Safety & Environmental (HSE) Manger to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located in our Toledo Refinery in Oregon OH.
The Health, Safety & Environmental (HSE) Manager is responsible for managing the refinery’s Health & Safety, Process Safety Management, Environmental, Security and Emergency Response Departments. The HSE Manager is also
accountable for making recommendations and planning for continuous
refinery improvements in all areas of HSE.
Principle Responsibilities:
  • Oversee a Department of environmental, health & safety, process safety management, emergency response, and security professionals and ensure compliance with Corporate HSE guidelines.
  • Interpret PSHA, DOT, NFPA, MTSA, CFATS and other pertinent regulations and develop programs and policies to ensure compliance.
  • Direct the Environmental staff regarding the appropriate response to agency inspections, information requests, NOV’s, etc. and ensure appropriate corrective actions are implemented.
  • Coordinate various internal auditing processes to ensure compliance with standards and procedures.
  • Ensure all required recordkeeping and reports are made per regulatory requirements.
  • Provide technical and regulatory expertise to assist staff and field personnel in the solution of complex health, safety, and environmental problems.
  • Create, implement and manage HSE processes, and ensure that systems are in place to improve performance, help lower risks in the workplace, and drive HSE strategies to “best in class” performance.
  • Initiate HSE awareness programs to improve employee-owner awareness.
  • Accountable for developing and supporting departmental goals.
  • Track and analyze key HSE Performance Indicators and develop appropriate action plans.
  • Member of the Incident Command Team and required to respond/direct emergency response activities.
  • Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that HSE standards are met.
  • As a key member of the Refinery Manager’s staff, participate in the development of refinery management philosophy, as well as support and implement management policies and practices.
  • Regularly communicate with other PBF refineries to identify “Best Practices,” and develop plan for implementation locally.
  • Maintain and improve the performance of department personnel. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a personnel performance improvement program that includes goal setting, performance evaluations, and counseling to achieve high standards of performance
  • Development and control of department budget and identify opportunities for cost improvements.
Job Qualifications:
  • Bachelor of Science degree in Environmental Engineering, Health & Safety, Chemical Engineering, or similar field required. MBA a plus.
  • 15 years of experience in refining or petrochemicals which includes 5 years of HSE experience required.
  • Working knowledge of Environmental, Health & Safety, Process Safety Management and Security regulations preferred.
  • Strong leadership skills required.
  • Excellent interpersonal and communication skills (both verbal and written) required.
  • Ability to effectively communicate with personnel at all organizational levels, vendors, and state/federal regulators.
  • Ability to foster teamwork across departments.
  • Demonstrate good methodical decision-making during problem solving,
  • Ability to prioritize multiple tasks in a changing environment to meet customer and business needs.
  • Willingness to respond 24/7 to unscheduled call-ins, holiday or weekend work.
