JOB
Performs difficult technical and administrative work managing, planning, and supervising operations and activities involving the management of county properties and facilities, including buildings, grounds, and fleet/equipment maintenance as well as solid waste. Responsible for activities related to capital construction projects, building maintenance, lighting, HVAC, etc. Provides communication and coordination between these services and the County Manager and Administration, Board of County Commissioners and other directors and county staff. Work is performed under the guidance of the County Manager. Departmental supervision is exercised over all personnel and functions within the county’s public buildings. To perform this job successfully, an individual must be able to complete the essential functions of the position with or without reasonable accommodations. EXAMPLE OF DUTIES
Plan, organize, and supervise work for the public works department; supervise the maintenance and repair of all county facilities and grounds and associated equipment and work. Responsible for the overall direction including short- and long-range planning, capital projects and objectives of the department.In coordination with the department staff, direct activities, and programs of the department to ensure adherence to applicable laws, regulations, rules, policies and procedures, and that goals, objectives and policies are developed and administered for improving the effectiveness of the agency programs and projects.Recruits and selects department personnel; assigns, directs, inspects and evaluates the work of department staff; rewards, transfers, promotes, demotes, suspends and terminates employees; coaches, counsels and disciplines department staff; develops staff schedules.Accountable for overall financial stability and cost containment of the department, through budget preparation, business planning and staffing plans. Perform periodic cost and productivity analyses to ensure efficient and appropriate use of finding.Prepare cost estimates of the county building construction projects; facilitates plan preparation and review; secures permits; plans schedules for construction and monitors the construction process; facilitates review and approval of construction contracts; manage procurement and payment processes.Ensures the appropriate operation of the solid waste convenience sites and transfer station.Oversees the Annual Solid Waste sticker program and ensures high-quality customer service related to the implementation of the program.Receive and respond to inquiries, complaints, and correspondence from citizens. Collaborate with the county’s Risk Management Specialist and committee to assure all facilities and equipment follow OSHA and other workplace safety rules and regulations.Make presentations to Board of County Commissioners, various citizen groups and the public as necessary.Coordinate with various departments or entities to ensure proper grounds maintenance of county buildings, parks, or other property. Review and evaluate utility bills; evaluate energy efficiency opportunities for county facilities.Perform related tasks as required
SUPPLEMENTAL INFORMATION
This work requires the regular exertion of up to 10 pounds of force, regular exertion of up to 50 pounds of force, occasional exertion of up to 100 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires reaching with hands and arms, occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, work shop, etc.)
