PenMet Parks may offer a slightly higher salary based on experience, internal equity, and factors impacting the market. * PLEASE PROVIDE A COVER LETTER AND RESUME TO BE CONSIDERED FOR THIS ROLE. *PURPOSE OF POSITION:* The Special Projects Manager supports the acquisition, planning, design, construction, and development of District lands and facilities. Under the direction of the Director of Park Services, this position performs a wide range of professional-level planning and capital project work. The position may also secure acquisition and capital grants. *ESSENTIAL FUNCTIONS/RESPONSIBILITIES/DUTIES:* 1. Serves as the project manager for all phases of assigned projects related to the acquisition, planning, design, and capital development of the District’s physical assets in a manner that supports the mission, goals, and objectives of the District. 2. Manages projects from inception through final close out. Manages schedules and tasks to ensure key milestones and timelines are met. 3. Develops, and manages project budgets and schedules. 4. Procures and manages consultants and contractors. Obtains permits as required. 5. Plans, coordinates, and facilitates community meetings and other strategies to engage the public and gather feedback on planning and development projects. 6. Assists the Park Services Director to support preparation of comprehensive and site-specific planning documents including the Park, Recreation, and Open Space plan, site master plans, and conceptual plans. 7. Utilizes planning data to make strategic recommendations for acquisition, design, and capital development. 8. Completes feasibility analysis and other due diligence tasks to determine viability of projects. 9. Assists the Park Services Director to support preparation of policies and procedures related to project management, property acquisition, Public Works purchasing, , and other needs of the District. 10. Assists the Park Services Director with coordination of the capital grant program. Research, plan, and secure grants that support the District’s capital improvement program. 11. Prepares and delivers professional administrative and technical reports to the Board of Park Commissioners, staff, consultants, contractors, stakeholders, and the public as needed. 12. Develops and maintains effective professional relationships with internal and external customers. 13. Takes responsibility and ownership for successfully accomplishing work to comply with the organization’s Strategic goals and objectives. 14. Ensures work is thoughtfully completed, accurate, and error free to the highest degree possible. 15. Supports and maintains an inclusive work environment that respects diverse ideas, backgrounds, and styles. 16. Performs other duties as assigned. *QUALIFICATIONS:* *Required Experience:* · Three years of experience in planning and project management. *Required Education:* · Bachelor’s degree from an accredited college or university in planning, architecture, project management, engineering, construction management, or related field(s). *Professional Licenses/Certifications: *None. *Knowledge/Skills:* · Knowledge of public works is preferred. · Experience with asset management is preferred. · Performs multiple tasks simultaneously. · Assesses the work to be performed and sets appropriate priorities and realistic time parameters. · Prioritizes and organizes work plans based on objectives and desired outcomes. · Collaborates and shares responsibility for decisions and monitors progress toward goals by establishing strong feedback channels. · Ensures work is thoughtfully and professionally completed. · Assesses situations effectively and take initiative with minimal supervision. · Works cooperatively and collaboratively with internal and external colleagues, the Board of Park Commissioners, contractors, partners, and the public. · Possesses excellent written, listening, and verbal communication skills. Effectively communicates highly technical information. · Produces and delivers professional-quality reports. · Proficient in Microsoft Office and Adobe. · Proficiency with scheduling, project management, and budget management software is preferred. · Knowledge of Pierce County code requirements and permitting process is preferred. *WORKING CONDITIONS AND PHYSICAL DEMANDS: * · Work is performed in an office environment, at various parks and properties, and on active project sites. · Prolonged periods of time may be spent using a computer, telephone, and other office equipment. · Some work will be performed in settings with exposure to varying environmental and weather conditions. · The position will occasionally be required to lift and carry up to 10 pounds. · This position will require seeing, talking, walking, standing, bending, crouching, crawling, carrying, pushing, and pulling. · Some local traveling will be required for meetings and visiting District facilities. · Valid Washington driver’s license (required).
