Responsibilities

Peraton seeks a C4 Interoperability Planner for MARFORPAC, at Camp H.M. Smith, HI.

Tasks Include:

• Plans, develops, coordinates, and implements C4 systems interoperability with Allies and Partners (A&P) in support of training, exercises, combat, contingencies, and operations.
• Coordinates with all branches and sections of the G-6 Division and respective higher, adjacent, and subordinate commands for technical planning and operations alignment.
• Lead the G6’s in preparing technical and operational plans for C4 systems interoperability with A&P that close kill chains and assure C2 with those A&P in deployments, contingencies, and exercises.
• Leverage Joint Force and Marine Corps technical subject matter experts in software, routing, systems, and communications transport to ensure data can be shared between Marine Corps and A&P systems in support of all warfighting functions.
• In coordination with INDOPACOM and other Service Components, use the Command and Control Interoperability Boards and Cyberspace Capacity Building Programs to further allied/partner interoperability with the Joint force.
• Lead C4 interoperability planning teams with allied/partner nations to set long-term objectives and intermediate milestones for C4 systems interoperability.
• Establish and lead a C4 Interoperability Program at MARFORPAC G6 that establishes 3-5 year interoperability objectives and Plan of Action and Milestones (POA&Ms) to achieve those objectives in coordination with designated priority nations.
• Coordinate with INDOPACOM and other Service Components to ensure operations, activates, and investments (OAIs) for designated nations are aligned and coordinated across the Joint force to meet C4 interoperability objectives.
• With the FMF, manage the resourcing of Subject Matter Expert (SME) exchanges (SMEE) and other OAIs to exercise and document interoperability with designated partner nations.
• Lead Key Leader Engagements (KLE) with senior C4 representatives of A&P and lead C4 SMEEs that advance C4 systems interoperability between USMC and A&P.
• Identify technical and procedural C4/cyberspace interoperability shortfalls and advocate with the appropriate partner nation, USMC command, and Joint Force entities for resolution.
• Coordinate with planners at I and III Marine Expeditionary Force to ensure C4 interoperability objectives are understood, resourced, and trained to throughout unilateral, bilateral, and multilateral OAIs.
• Oversee the drafting of and coordinate creation of required C4 related Annexes and tabs to OPLANS, CONPLANs, and other exercise and contingency plans as required by MARFORPAC assigned missions to ensure interoperability with A&P is maximized.
• Collaborate with USINDOPACOM, U.S. Allies, and Partners on the implementation of Cybersecurity Frameworks (CSF) to align and synchronize core functions, tasks, and interoperability issues that help establish priorities and inform policy decisions to strengthen cybersecurity of federal networks and critical infrastructure.
• Frequent travel to support exercises, operations and planning teams.

Qualifications

Required Education and Expereince:

• Minimum of 12 years with BS/BA , Minimum of 10 years with MS/MA, Minimum of 7 years with Ph.D. Will consider, HS with 16 years of experience. 
• Experience with USMC and MARFORPAC and in USINDOPACOM AOR.
• Ability to work independently and conduct and present complex briefings for senior-leader decision making.
• Active TS/SCI Clearance required.
