Phoenix Group of Virginia seeks an experienced Navy Project Engineer to support the Program Executive Office Aircraft Carriers (PEO Carriers) new construction and transition programs. This position helps PEO Carriers manage the ship’s transition from new construction to an in-service, mission-ready Fleet asset. The Project Engineer liaises between the Program Office, Supervisor of Shipbuilding Conversion and Repair, Newport News (SOSNN), Huntington Ingalls Industries – Newport News Shipbuilding (HII-NNS), Commander Naval Air Forces Atlantic (CNAL) and Ship’s Force to complete all outstanding shipboard construction and delivery work as directed by PEO Carriers. An exceptionally qualified candidate understands Navy ship delivery, contracts, and programmatic requirements, tests & trials processes, and fleet acceptance approaches. The candidate understands Aircraft Carrier new construction build, test and turnover processes and metrics. Salary range for this role is $95,000 - $100,000 annually.
Duties include:
Support monthly CVN construction, production, modernization and change metrics. Analyze data regularly with eventual automation of the analyses. Identify and communicate schedule and financial execution risks associated with baseline ship contract as well as phased-in capability / modernization production completion, ship delivery and post-delivery tests and trials, and transition to in-service.
Coordinate ship transition activities among stakeholders, responsible organizations and repair activities, including PMS 378, HII-NNS, SOSNN, public shipyards, Regional Maintenance Centers, Participating Acquisition Resource Managers (PARMs), Warfare Centers, In-Service Engineering Agents, Type Commander, and Ship’s Force on Trial Card repair assignments / adjudication / work completions, and up-line trial card closure reporting. Prepare status and progress briefs for Program Office and Navy leadership.
Assist government implementation of the CVN 79 Delivery Management Plan to include: completed build, test and turnover of ship systems and compartments; modernization ship changes; incomplete / deferred work and plan to complete post-delivery; Government certification of shipboard systems; Ship’s Force readiness, crew certification, and Fast Cruise; Builders Trials; Board of Inspection and Survey (INSURV) inspection / Acceptance Trials; outfitting / equipage / onboard spares; and ILS deliverables.
Support PEO Carriers and CVN Program Office production, test and delivery meetings. Gather and analyze information, prepare reports and recommend improvements to help PEO Carriers manage the program well.
