SUMMARY DESCRIPTION:

The Commercial Diving Operations Project Manager is responsible for the development, execution, and coordination of commercial project plans, including implementing schedules and resource estimates, for diving projects as assigned. His/her primary role is to monitor system readiness, operations, engineering, financial, and reporting aspects of commercial diving contracts, while maintaining a direct line of communication and personal contact with the client on a regular basis. The Project Manager must ensure that clear and concise communications are maintained throughout the Project with Phoenix Program Management and client. The position is based in San Diego, CA or ‘Aiea, HI, and reports to the regional Area Manager or General Manager.

CLASSIFICATION: Exempt (salaried)

DUTIES AND RESPONSIBILITIES:

  • Manages project staff and contracts, and third-party relationships (i.e., diverse groups of technical and professional inspectors and Phoenix employees) to ensure the safe and successful completion of all projects.
  • Liaises with clients as needed and resolves any project related issues.
  • Ensures overall satisfaction of client with Phoenix’s contract performance.
  • Develops integrated project plans and implementation schedules, prepares, and manages project budgets, and performs periodic cost and productivity initiatives.
  • Generates cost estimates for major, long-term projects and potential tasks for the Program Manager’s review and approval.
  • Reports project and budget status to the client as required per company policy and contract requirements.
  • Tracks costs on the status of all commercial contracts.
  • Conducts pre- and post-job reviews with project teams.
  • Ensures final reports and job close-outs are completed accurately for submission.
  • Coordinates logistics and personnel resources with all management groups involved with the project.
  • Supervises dive operations when required and may dive when necessary to fulfill obligations of the position.
  • Schedules personnel to properly support Phoenix and client tasks.
  • Ensures all authorized operational and support positions are filled with qualified, motivated personnel, using the authority to hire or terminate personnel, in accordance with applicable laws and company policies.
  • Manages assigned facilities and material assets.
  • Promotes and ensures compliance with Phoenix’s safety programs, quality management system (QMS), and company policies, processes, and procedures.
  • Reviews timesheets.
  • Performs other job duties as assigned.

JOB REQUIREMENTS:

  • Graduate of diving school required.
  • Undergraduate degree from an accredited college or university desired. Eight years of relevant experience can substitute for the education requirement.
  • Qualified ADCI Air Diving Supervisor.
  • Experience with management of personnel and diving related equipment.
  • Demonstrated understanding of project management and control, cost estimating, cost control, operations scheduling, operations forecasting, manpower requirements, and utilization and logistics support.
  • Ability to provide direction and support to achieve mission requirements.
  • Ability to establish and maintain a high level of professionalism and morale within the operations staff.
  • Sensitivity to company proprietary information.
  • Ability to understand and comply with all safety rules and regulations—including all relevant governmental regulatory agency regulations, the Phoenix dive manuals, and safety policy—and ensure all rules and regulations are followed.
  • Strong interpersonal skills and ability to work effectively in a team environment.
  • Excellent organization and communication (written and verbal) skills and the ability to meet critical deadlines and manage multiple priorities in a fast-paced environment.
  • Computer skills with competence in Microsoft Office Suite. Knowledge of Microsoft Project a plus.
  • Ability to work 12-hour shifts, seven days a week, when on ships or rigs at sea.
  • Ability to walk unassisted and carry 45 pounds.
  • A current passport, ADCI Card, and TWIC Card.
  • Ability to board vessels and willing to travel to Phoenix and client facilities as required.
  • Ability to obtain a U.S. Government security clearance.
  • Ability to pass a dive physical.
  • Ability to travel.
  • Ability to pass a pre-employment drug/alcohol screen, physical, and background check, as required.
