Phoenix Police Department is Hiring a Senior Human Resources Generalist (Senior HR Analyst) Near Phoenix, AZ

The City of Phoenix is seeking to fill Senior Human Resources Generalist (Senior Human Resources Analyst) positions to support the growth of over 41 departments citywide and a workforce of more than 14,000. The positions serve a vital role in the success of the City by guiding hiring managers and ensuring consistent conduct, performance, and attendance standards across the organization.
Currently there are vacancies in the following City of Phoenix Departments: Aviation and Street Transportation. Duties and responsibilities of positions may vary by department; however, the primary focus for these two departments will be on employee relations, and recruiting and interviewing processes.
Senior Human Resources Analyst/Generalist positions perform advanced professional human resources work in a division of the Human Resources Department or the HR section of a large operating department. Senior HR Generalists perform a variety of functions, which may include labor relations, administrative investigations, discipline, recruiting and selection, classification and compensation, employee training and development, personnel and payroll transactions, administrative hearings, and FMLA/ADA administration.
Primary job duties include:
  • Developing creative solutions to resolve issues at the employee, supervisory, and management levels.
  • Advising supervisors and management in employee relations matters including leave, performance management, and corrective actions.
  • Conducting administrative investigations.
  • Preparing investigatory reports and disciplinary documents and making recommendations for appropriate actions.
  • Representing the Department in Civil Service Board hearings.
  • Facilitating matters related to the Americans with Disabilities Act and Family Medical Leave Act.
  • Assisting hiring supervisors with recruiting and interview processes.
  • Interpreting and advising on city policies and procedures, as well as state and federal employment laws.
  • Developing and delivering trainings on various HR topics.
Positions may also supervise staff that process payroll and HR transactions; coordinate Light Duty, ADA and Workers' Compensation programs; maintain HR files and records; and process public records requests.
SALARY
Pay Range: $57,179.20 to $97,780.80 annually.
Hiring Range: $57,129.20 to $84,468.80 annually.

MINIMUM QUALIFICATIONS
  • Two years of professional human resources management experience.
  • Bachelor's degree in human resources, public or business administration, or a related field.
  • Other combinations of education and experience that meet the minimum qualifications may be substituted.
  • Working irregular hours, evenings, or weekends, may be required.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
  • IPMA/PHR/SHRM Certification is desirable.
  • Supervisory experience is desired.
  • Workplace investigation experience.
  • Experience with:
    • Americans with Disabilities Act (ADA) and Family Medical Leave Act (FMLA).
    • Labor Relations and Employee Investigations.
    • Payroll and transactions.
    • Recruiting and interviewing.
    • Preparing and presenting training to all levels of staff.
