Job Summary:
PIC Group has an excellent opportunity for an experienced Commissioning Manager to support the commissioning of a 320MW simple cycle gas fired power plant addition located in Tennessee. The Commissioning Manager reports directly to the Project Manager and is responsible for managing, monitoring, and controlling all commissioning, startup, testing, client turn over, and initial operation activities The Commissioning Manager will ensure work is performed in conformance with the project objectives and requirements, from construction release and turnover through completion of the commissioning phase field organization and its functions from commencement of the preparation phase through completion of the project.
Essential Duties and Responsibilities:

• Coordinate and oversee all aspects of the site planning, staffing, scheduling, budgeting, financial management, quality, safety, close out and coordination of all Startup and Commissioning activities.
• Instill a culture within the Project Startup and Commissioning Team, including subcontractors, which ensures commitment to outstanding community, occupational health and safety and environment performance on site.
• Ensure that the Projects vision, strategies, operating principles, key goals and objectives are documented and communicated to all Startup and Commissioning employees to focus direction for the team to achieve breakthrough performance.
• Develop, manage, and maintain site startup and commissioning resources to meet the goals and objectives of the project.
• Ensure all systems meet the construction completion requirement prior to handover to Startup and Commissioning.

Job Requirements:

• Working knowledge in Power Plant and Balance of Plant (BOP) Systems Design, Operating and Maintenance Principles.
• Working knowledge in Commissioning Principles (incl. Construction Completion Requirements, Pre-Commissioning Requirements, Commissioning Requirements, Verification Testing Requirements, Performance Testing Requirements, Emissions Testing Requirements, Cleanliness Criteria Requirements, Chemical Cleaning, Steam Blow, Air Blow, Lube Oil Flush, System Flushing, Operational Requirements, and Operator Training Requirements)
• Knowledge in Distributive Control System (DCS) Design and Operating Principles (incl. Control System Architecture, Control System Tuning Requirements, and Control System Maintenance)
• Knowledge in OSHA Requirements (incl. General, Lockout / Tagout, Arc Flash Hazard Requirements (NFPA 70E) and Fuel Gas Piping System Requirements (NFPA 56)).

Physical Requirements:

• Ability to hear and understand audible alarms, detect changes in noise levels of equipment, accurately read and interpret instruments and gauges, and communicate clearly on portable radios.
• Ability to respond to plant emergencies in a timely manner.
• Ability to perform demanding work on heights under adverse conditions and when participating in emergency activities.
• Ability to climb stairs, ladders, and enter confined spaces as required.
• Able to lift 50lbs.
• While performing the duties of this job, the employee will be exposed to weather conditions prevalent at the time.

Education / Experience:

• Engineering Degree/Certification (or equivalent experience including Navy, Maritime Field, Stationary Engineer)
• 15 years Startup Management experience on similar projects involving simple cycle.
• 10 years experience with LM6000 technology.
• Proficient with use of Microsoft Office Products (Access, Word, Excel, Power Point and Outlook)
• OSHA 10 or 30 Hour Training preferred not required.
