Pierce Transit is Hiring a Procurement Assistant Manager Near Lakewood, WA

We are currently seeking a Procurement Assistant Manager to join our team. In this role, you will oversee procurement processes critical to the operations of our transit company. Your responsibilities will include managing, planning, developing, and evaluating the procurement activities of goods, equipment, services, construction, and contract management. As a key point of contact for vendors and internal stakeholders, you will play a vital role in facilitating communication, issue resolution, and partnership with external agencies. Additionally, you will provide mentorship, training, and guidance on procurement and contract administration to staff members and external parties. We are looking for candidates with expertise in procurement and contract processing, particularly in the transit industry, who can contribute to our mission of delivering safe and efficient transit services to our community.

  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, training, and conducting performance evaluations.
  • Assists in managing the Agency’s procurement and contract management function. Plans, implements, and directs complex procurement activities. Advises Agency staff and leadership in the proper execution of purchase orders, and contracts for supplies, equipment, personal and purchased services, professional services, public works, and construction.
  • Assists in providing advice and guidance for contract compliance, negotiations, changing contract conditions, and terminations.
  • Participates in the development and monitoring of Agency-wide procurement policies and procedures. Ensures compliance with Federal, State, and local statutory requirements.
  • Process improvement utilizing workflows, forms, dashboards and reports.
  • Preparation of public works specifications utilizing Construction Specifications Institute format.
  • Assist with Apprenticeship Utilization Program ensuring compliance with Revised Code of Washington (RCW) statutes.
  • Understanding of RCW’s related to public procurement; interpretation and updating of policies, procedures and contract templates to comply with changes to statutes.
  • Supports the Procurement Manager to provide representation of the Procurement department to the Pierce Transit Board of Commissioners, other departments, and outside agencies, providing assistance and sharing knowledge.
  • Conduct training workshops for all aspects of public procurement. 
  • Contributes to the management, coordination and reporting of the Disadvantaged Business Enterprise (DBE) program to ensure compliance with federal requirements.
  • Participates as a subject matter expert on various committees. Educates agency staff on proper policy/procedure to ensure compliance with Federal/State laws and regulations.
  • Assist with administration of an electronic Project and Contract Management Information System such as Trimble e-Builder.
  • Demonstrates regular and consistent attendance.
  • Performs related work as required.
Minimum:
  • Bachelor's Degree in Business, Public Administration, Project Management or a related field, and
  • Five (5) years of experience in public sector procurement to include public works contracting, contract management and project management, with at least two (2) years in a Lead or Supervisory capacity.
  • Experience may be substituted for education on a year for year basis.
Desired:
  • Public sector experience desired.
  •  Lean/Six Sigma training and application experience 
Knowledge, Skills, Abilities:
Knowledge of:
  • Principles, methods, procedures, and practices of public procurement.
  • Principles and practices of employee supervision.
  • Applicable federal, state, and local laws, rules, regulations, codes, and statutes related to procurement.
  • Public procurement statutory requirements.
  • FTA’s Circular C 4220.1 – Third Party Contracting Guidance, and CFR 663 – Rolling Stock Procurements.
  • Federal Transit Administration Disadvantaged Business Enterprise (DBE) Program compliance.
  • Construction Specification Institute specifications with emphasis on Divisions 00 and 01.
  • Specification preparation; applying quality assurance and quality control principles.
  • Process improvement to gain efficiency and transparency utilizing workflows, forms, dashboards and reports.
  • Change management principles.
  • Business English and standard office procedures.
  • Microsoft Office products.

Physical requirements:
  • The position involves sedentary work, such as exerting up to 10 lbs. of force occasionally, a negligible amount of force frequently, or constantly having to lift, carry, push, pull or otherwise move objects.
  • Involves sitting most of the time, with common physical demands involving desk or office related work.
Working conditions:
  • This position works in an office environment relatively free from unpleasant environmental conditions or hazards. 
Education
  • Any required education must come from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
