Position Description

Pay Range
Hiring Range: $57,607 - $69,128 Annually
Full Range: $57,607 - $80,649 Annually
Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.
The Pima County Health Department is in search of a results-oriented professional with a solid background in contracts, grants management, and/or procurement. This individual will work closely with the Contracts/Grants Management Manager and the Manager for the Division of Community Mental Health, Addiction, and Injury to draft, negotiate, and review contracts and sub-recipient agreements for the Health Department, specifically focusing on substance misuse and community mental health. Collaborating with various County departments such as Procurement, Grants Management, and Innovation, the incumbent will ensure compliance with relevant laws and regulations while contributing to the effective implementation of programs addressing substance misuse and behavioral health needs in Pima County.

Duties/Responsibilities

  • Leads the procurement process for complex public service contracts, including developing procurement strategies, drafting RFPs, evaluating proposals, and negotiating contract terms and conditions;
  • Manages the contract lifecycle from initiation to closeout, ensuring compliance with regulatory requirements, organizational policies, and industry standards;
  • Monitors contract performance and adherence to contractual obligations, timelines, and quality standards;
  • Conducts regular contract reviews and audits to identify risks, issues, and opportunities for improvement;
  • Provides guidance and assistance to junior staff on contract administration, procurement procedures, and contract management best practices;
  • Serves as a liaison between the organization and external vendors, stakeholders, and legal counsel during contract negotiations and dispute resolution;
  • Develops and maintains effective relationships with internal departments to facilitate collaboration and communication on contract-related matters;
  • Prepares and presents reports, presentations, and recommendations to senior management regarding contract status, performance metrics, and compliance issues;
  • Participates in the development and implementation of contract management policies, procedures, and training programs;
  • Ensures accurate documentation, record-keeping, and archiving of contract documents, amendments, and correspondence.

Minimum Qualifications

(1) A Bachelor’s degree from an accredited college or university in public or business administration, supply chain management, or a closely-related field as determined by the department head at the time of recruitment AND two years of experience administering, developing, evaluating, and/or writing contracts.
(Relevant experience and/or education from an accredited college or university may be substituted.)
OR:
(2) Two years with Pima County in a Contract Coordinator I position.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Experience working with procurement and contract processes.
  • Experience implementing grants or contracts in Pima County.
  • Experience developing RFPs and overseeing procurement processes.
  • Experience with grant and/or sub-recipient oversight.
  • Experience working with contract management systems, with a preference for Workday experience.

Supplemental Information

License and Certificates: Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.
