Zachary Piper Solutions is seeking a highly skilled Financial Operations Manager to provide classified financial and acquisition program management services for the Office of Naval Research to support the development of new capabilities and emerging technologies. The Financial Operations Manager will support two critical programs under the JBAB contract, including a cyber program, and will be responsible for the financial and budgetary oversight of naval warfighter capability programs.
Responsibilities:

• Serve as the principal advisor to program managers for planning, budgeting, contract management, configuration management, and other business-related functions for complex, multi-million-dollar naval programs.
• Develop and maintain program acquisition and financial management documentation throughout the program lifecycle.
• Provide technical and financial expertise in R&D requirements definition, procurement, and technology transition.
• Analyze financial data, manage budget execution, and address variances impacting program requirements.
• Prepare and present financial and programmatic briefings to senior management and military officers.
• Manage schedules, assess acquisition risks, and implement risk mitigation strategies.
• Work independently and as part of an Integrated Program Team to coordinate the development and deployment of new or enhanced capabilities.
• Periodic travel required to support program technical and financial reviews.

Required Qualifications:

• Requires an active TS/SCI clearance with SSBI PR.
• Bachelor's degree in Business, Acquisition, Logistics, Engineering, or Science (degree preferred).
• 8-10 years of experience supporting DoD/Intelligence finance or acquisition programs or offices.
• Proficiency in drafting, reviewing, and coordinating SOWs, CDRLs, J&As, and other contractual documents.
• Expertise in the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.
• Strong ability to project, track, and defend program technical funding, and manage schedules.
• Excellent oral and written communication skills with proficiency in SharePoint, Microsoft PowerPoint, Word, and Excel.
• Background in supporting intelligence programs and familiarity with Navy or Marine Corps operations.

Desired Qualifications:

• Previous experience with classified programs.
• DAWIA Level 1/2 certification in program management.
• Familiarity with policies from OMB, OSD, DoN Financial Management and Budget, and other relevant agencies.
• Knowledge of Security Classification Guides (SCG).

Compensation:

• Salary: $150,000- $180,000 (depending on experience)
• 9 month contract to hire, conversion to Prime at 9 months
