General Statement of Job

Under general direction, the purpose of the position is to manage and monitor the operations of the Veteran’s Affairs Office;

assuring compliance with Federal, State, and College directives in relation to veteran / dependent United States Department of Veteran Affairs educational benefits.

Work involves providing students, families, student prospects, and the internal and external constituencies with advising services regarding policies and regulations pertaining to admissions, enrollment and registration, financial assistance and scholarships.

Employee works to ensure customer satisfaction with all aspects of the enrollment management processes. Reports to the Director of Financial Aid.

Essential Job Functions

Manages and monitors the daily operations of the Veteran’s Affairs Office.

Develops and implements policies and procedures.

Manages the daily flow of direct services to veterans.

Evaluates veteran students’ educational goals and specific circumstances and counsels them to apply for the Veteran Affairs chapter that will be most beneficial to their circumstances.

Serves as liaison to other offices and constituents throughout the institution to facilitate issues on behalf of veteran students.

Provides assistance in resolving problems in relation to veteran student issues.

Monitors compliance with Federal and State regulations.

Prepares and submits reports to the appropriate Federal and State entities.

Serves as liaison with the Veteran Affairs Regional Office concerning questions about certifications.

Verifies student enrollments; certifies eligibility status; counsels students.

Coordinates the necessary actions with the Department of Veteran Affairs Regional Office to facilitate the enrollment of disabled veterans under the Vocational Rehabilitation Program.

Coordinates the process for clearing students in overpayment status with Department of Veteran Affairs.

Provides academic advising to Veteran students who are eligible to receive Department of Veteran Affairs Educational Benefits.

Maintains personal contact with students for counseling on Financial Aid and Registration issues; resolves conflicts.

Ensures compliance with unique Department of Veteran Affairs policies and requirements.

Attends professional meetings and conferences.

Assists Director of Financial Aid in developing informational and marketing materials for Financial Aid services for print and website dissemination.

Presents veterans’ affairs workshops.

Develops orientation materials to inform and educate the veteran students about Financial Aid policies and procedures.

Counsels and advises students who fail to make Satisfactory Academic Progress.

Maintains ongoing relationships with veteran student population; acts as Veterans’ Club liaison.

Coordinates and plans events for veteran students.

Assists Director of Financial Aid in directing work activities related to Veteran’s Affairs for the Financial Aid and Customer Service representatives.

Receives and / or reviews various records and reports such as last date of attendance reports, Veteran Affairs student files, correspondence from students, tuition assistance forms, drafts of instructional materials, telephone system records, and Veteran Affairs sign in log.

Prepares and / or processes various documents such as correspondence to students, last date of attendance summary, Veteran Affairs enrollment verification, and orientation materials.

Refers to Veteran Administration Handbook, Registrar’s office process sheets, Pitt Community College catalog, Federal regulations, curriculum program manuals, policy and procedure manuals, computer manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of office equipment and machinery such as computer, copy machine, fax machine, telephone, cell phone, scanner, etc.

Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as computer supplies, general office supplies, etc.

and a variety of computer software such as Microsoft Word, Datatel, Microsoft Publisher, Go Army Web Portal, AIPortal, etc.

Interacts and communicates with various groups and individuals such as Director of Financial aid and Registrar, students, faculty, coworkers, senior staff, and the general public.

Responds to inquiries about Financial Aid and Registration policies and procedures.

Assists with telephones during busy times.

Performs related duties as directed.

Qualifications or Standards

Bachelor’s degree in business, education, or closely related field; supplemented by three to five years previous experience and / or training that includes marketing, promotion, recruitment, needs assessments, strategic planning, grant-writing, and community relations;

or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid North Carolina driver’s license.

Minimum Training and Experience

Physical Requirements : Must be physically able to operate a variety of machines and equipment including a computer, telephone, basic office equipment, vehicle, etc.

Must be able to exert up to ten pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Sedentary work involves sitting much of the time, but involves walking and standing, stooping, kneeling, pushing, pulling, etc.

Numerical Aptitude : Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time.

Forms / Spatial Aptitude : Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordinator : Requires the ability to coordinate hands and eyes using office machinery; and to drive motor vehicles.

Manual Dexterity : Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc.

Must have minimal levels of eye / hand / foot coordination.

Color Discrimination and Visual Acuity : Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts;

preparing and analyzing written or computer data, etc.

Interpersonal Temperament : Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations.

The worker may be subject to danger or risk to a slight degree.

Knowledge of Job : Has thorough knowledge of the methods, policies, and procedures of the Student Development Services as they pertain to the performance of duties of the Coordinator of Veteran’s Affairs.

Has considerable knowledge of the principles and practices associated with veteran affairs activities, particularly those involving identifying educational needs of the community in relation to available College services.

Has considerable knowledge of methods for conducting needs analyses, compiling statistical data, identifying trends, and developing strategic goals.

Has considerable knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
