JOB DESCRIPTION SUMMARY
This position, reporting to the Director of Benefits Administration, is responsible for the day-to-day administration of all benefit programs for active employees This includes health care, dental and vision plans, life, and AD&D insurance programs, voluntary benefits programs, health and Wellness initiatives. The HR Manager – Benefits administers and participates in the benefits portion of the orientation program for all newly hired employees.

ESSENTIAL FUNCTIONS
1. Serves as one of the PPS Benefits Office primary contacts and provides first-tier responses to internal and external stakeholder inquiries (in-person/phone/email/support tickets)
2. Provides employees with information about benefits programs
3. Conduct day-to-day operations and support the implementation of projects, processes, and workstreams.
4. Inputs all benefit plan enrollment information for active employees into the Munis system.
5. Processes new enrollments, life event changes.
6. Track dependent documentation for dependent enrollments.
7. Processes benefit terminations as needed.
8. Coordinates dependent audits with appropriate third-party administrators to ensure eligibility.
9. Reviews exception reports received from health and dental plan carriers.
10. Processes life and AD&D insurance claims for active employees. Produces annual buy-out of retiree life insurance coverage report as well as the payment and remittance.
11. Calculates and pays the monthly life and AD&D insurance premium payments.
12. Maintain and update Leave of Absence listing for benefits billing process(es).
13. Manages the benefit billing process for active employees on leave of absences to collect health insurance premiums and the annual billing process for retiree life insurance.
14. Oversees Medicare Supplement reimbursement program.
15. Management of all facets of the ACA process including identifying eligible part-time employees, preparing & distributing part-time health plan enrollment information.
16. Oversees Bonus Waiver Program.
17. Produces information for the annual open enrollment process for COBRA participants regarding the health and dental plans.
18. Manages the third-party eligibility system.
19. Enters all changes into the Munis system that result from the active employee annual open enrollment process
20. Knowledge of the various Benefits offerings and PSERS pension plans.
21. Maintain monthly dependent changes for dependents turning age 26. This includes system updates and input of information for COBRA notices.
22. Management of all voluntary benefit programs including AFLAC and other voluntary benefit offerings.
23. Terminate coverage for designated employees in E-Benefits online system.
24. Responsible for assisting with the development and presentation of informational benefits and health and wellness seminars to specific audiences throughout the year. Present in-person or virtually to share relevant information to stakeholders
25. Coordinates the annual open enrollment process for active employees
26. Develop awareness campaigns around employee wellness initiatives and create opportunities for employee engagement and sustainable healthy lifestyle behaviors.
27. Research best practices for sustainable wellness programming and recommend programs to the Director.
28. Supports District wellness programs aligned to District policy and objectives.

30. Other relevant duties as assigned by the Director of Benefits Administration in support of the Department’s goals and objectives and the district’s mission.

EDUCATION REQUIRED

  • A minimum Bachelor’s degree from an accredited institution in a relevant field including but not limited to human resources, business, other related field.
  • Specialized certification or micro-credential relevant to human resources or employee benefits, is preferred.

CERTIFICATION/LICENSURE REQUIRED
INSERT LICENSURE REQUIREMENT

YEARS OF EXPERIENCE

  • A minimum of five (5) years relevant experience, including at least three (3) years of supervisory experience.
  • Preferred qualification includes ten (10) years of increasingly responsible benefits programs oversight in a centralized human resources department in an organization serving at least 2,500 employees.
  • A combination of relevant education and increasingly responsible experience may be considered in lieu of a minimum degree or a minimum experience rating.

KNOWLEDGE, SKILLS, & ABILITIES

  • Enthusiastic about the fundamental goal of advancing student achievement in an urban public school district.
  • Ability to contribute to the business at a strategic level while maintaining a customer-focused response to benefit and retirement planning activities.
  • Significant knowledge of HRIS systems, preferably Munis, and the coordination and integration of third-party data to an internal HRIS.
  • A strong record of benefits program development and oversight including data and records management.
  • Significant knowledge of all local, state, and federal regulations and programs regarding employer-sponsored benefits and paid leave programs.
  • Experience working with a multi-faceted benefits program, which includes more than one plan option, and developing audience-specific messaging, reporting, and communication.
  • Experience developing and analyzing data for the purpose of data-driven decision-making.
  • Strong analytic- and systems-thinking and decision-making skills. Experience with a variety of reporting and auditing in order to ensure data is correct, timely, and communicated with the appropriate internal and external offices.
  • A proven record of excellent verbal, written, and interpersonal communication skills.
  • High attention to detail, organized, and able to work under pressure managing frequent and competing deadlines.
  • Ability to cultivate relationships with culturally, educationally, and racially diverse internal and external stakeholders.
  • Ability to exercise a high degree of confidentiality, professionalism, and diplomacy to accomplish objectives.
  • An unblemished record of personal and professional integrity.

This position requires individuals to live in the territorial boundaries of the School District of Pittsburgh. If hired for this position you will be required to establish residence within three calendar months of your hire date with Pittsburgh Public Schools.
