About this role...

PKL Services Inc. will provide E-2D, MH-60R, MH-60S, and P-8A organizational level (“O” Level) maintenance in support of Test and Evaluation Squadron (VX-1). Work will primarily be performed at VX-1, Naval Air Station (NAS) Patuxent River, Patuxent River, MD. 20670.

As the Site Manager, you will have overall responsibility of assigning contractors between work centers to execute the daily/weekly/monthly maintenance plan while also providing direction in successfully executing the daily flight schedule requirements.

Additionally, as the Site Manager, you will ensure that an adequate number of qualified personnel are cross trained to launch and recover all aircraft across all hours of operation while also ensuring that contractor personnel support good order, productivity, and cohesiveness within the squadron.

Tasks and Responsibilities:

  • Serves as the on-site manager to the PKL Program Management team & the Prime Contractor.
  • Plan, direct, and control the performance and execution of contractor aviation maintenance performed at the respective organizational level maintenance activity.
  • Take responsibility for technician aircraft maintenance and aeronautical repairs while ensuring the Government’s goal and objectives are being met in order to comply with readiness requirements.
  • Perform investigations and prepare reports arising from any quality defect notices issued against contractor employees. Identify and quantify substandard performance areas and develop a corrective action plan focused on continuous process improvement.
  • Assigns site personnel to workspaces, work centers, and coordinates work hours and shift hours.
  • Provide indoctrination and recurring training to new employees and verify employee timesheets daily.
  • Ensure personnel licenses, certifications, and qualifications are maintained current and documented.
  • Participate in customer planning meetings and any other task order meeting requirements.
  • Assist the PKL program management team in collating and submitting all contract and program deliverables.
  • Evaluate, document, and improve as required, contractor manpower utilization.
  • Consult with appropriate active-duty military leadership to ensure services delivered are timely, accomplished correctly, and documented in accordance with contract requirements.
  • Effectively communicate program expectations and requirements to site leaders, key personnel, and other stakeholders in a clear and timely fashion.
  • Provide leadership and sound management with the goal of continuous improvement of aircraft maintenance and operations support services for the military customer.
  • Ensure that government IT and any Security Clearance requirements for all contractors are met.
  • Ensure all work is performed strictly in accordance with published Instructions/Manuals and Federal, State, and Local OSHA regulations.
  • Sign Contractors personnel qualifications and certifications for Contractor employees, or IAW COMNAVFORINST 4790.2 (series).
  • Develop Local Operating Instructions (LOIs) to supplement SOP’s that do not specifically describe the process being performed at the site.
  • Perform all other contractual requirements per Performance Work Statement of contract No: FA8108-17-D-0001, Task Order No: FA8108-22-F-0016 (“O” Level Maintenance Support Commander Naval Air Forces Pacific at VX-1).
  • Any and all other duties as directed by Director of USN & USMC Contracts.

About you

We’d love to hear from you if you have:

  • Bachelor’s degree in an associated discipline is highly preferred. High School diploma or equivalent is the minimum.
  • Must be authorized to work in the United States (U.S.).
  • Ten (10) years of extensive experience within recent experience in a managerial position related to managing, supervising, planning, scheduling, and controlling Naval Aviation Maintenance Programs, aircraft maintenance processes and aircraft material support.

  • Must be able to attain and retain a US Government SECRET security clearance if billet requires it.
  • At a minimum, all employees must maintain SECRET clearance eligibility during employment.
  • Knowledge of Navy correspondence and records management procedures and Navy squadron organizational structure/relationships.
  • Working knowledge of the CNAFINST 4790.2 series, applicable Naval Aviation Maintenance Programs Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions.
  • Individuals released from military service with other than “Honorable Discharges” do not meet minimum qualifications.
  • All Contractors are required to have a Department of Defense (DoD) Common Access Card (CAC) and Flight Line access Bade and shall be required to pass the equivalent of a trustworthy National Agency Check plus, Written Inquiries with Credit Check (NACI).
  • Must have and maintain a valid State Driver’s License if the use of a government vehicle is required with billet.

Travel:

  • Up to 25% TDY travel may be required on occasion.

Work Environment / Physical Requirements:

  • Will traverse into high noise workshop areas or near active jet aircraft operating ramps.
  • Ability to sit for long periods of time.
  • Ability to perform repetitive motion (keyboarding, 10-key).
  • This position requires normal physical functions. Work may require frequent bending, reaching, and climbing.
  • May frequently lift and carry items weighing up to fifty pounds and occasionally lift heavier items with the assistance of other workers.
  • May be exposed at times to moderate discomforts such as heat, cold, rain, wind.
