Job DescriptionPlexos Group is currently seeking an experienced Grant Program Manager to support a Program based out of Honolulu, Hawaii.

Description:The Grant Program Manager is responsible for monitoring adherence to program compliance as defined by the awarding agency’s terms and conditions. This is a leadership role, potentially directly supervising employees and contractors who conduct monthly reviews of grant program activities including: financial compliance review; creating packages and conducting quality assurance review prior to submission to federal agencies for reimbursement; monitoring adherence to federal, state, and local regulations, in particular granting agency terms and conditions. Supports reporting throughout the duration of the grant-funded project.
The Program Manager must be able to create and enforce procedures and processes for grant compliance and reporting as well as train staff and contractors to adhere to the requirements. The team lead must also conduct quality control reviews, identify root causes for deficiencies, and work with stakeholders to resolve compliance issues in an efficient and manner. The position requires strong interpersonal skills GMO works closely with many other departments in the company. The role also entails quality assurance on deliverables for grant applications such as project management plans, budgets, and other materials that incorporate lessons learned and best practices.
Duties and Responsibilities:
  • Administrative/Compliance/Financial Monitoring and Reporting
  • Department Support and Improvement: Supports the GMO in the development of systems, processes, procedures and whatever else is needed to facilitate the smooth and effective functioning of the Department. Responsible for conducting training of staff internal to the Department and developing procedures and trainings in collaboration with other departments to ensure compliance. Contributes to the building and maintenance of lessons learned reviews and general process improvements that drive to more efficient grant administration.
  • Site compliance monitoring: Performs onsite/in-person monitoring for sites identified at least once during the program year. The purpose of the site visit is to conduct an internal compliance review on adherence to all HECO, state, and federal requirements. The monitor will review plans, documentation, and conduct interviews. Review journal entries from general ledgers, project documentation, invoices, work orders, requisition forms, cancelled checks, credit card statements, monthly inventory in & out sheets, payroll sheets, and conducts interviews.
  • Develops/Leads/Coaches team members and staff across the company. Depending on the size of the grant awards and associated staffing, the position may directly supervise Department staff and/or contractors. Coaches team members and peers to ensure efficient cost recovery of grant awards. Identifies and augments weaknesses of team members/project managers/directors and their teams when needed. Ensures that team members and collaborators have the resources, information and direction necessary to successfully perform their jobs.
  • Special/Ad-Hoc Report Development: Consolidates status and assessments for tracking and reporting purposes. Compiles and analyzes data and develops special reports for the GMO and other program and project employees
Minimum Qualifications:
  • 4-year college degree required. Advanced college degree in a relevant discipline is preferred.
  • Extensive (8 years) of experience in audit, financial or administrative compliance management, preferably on federal government grants and subject matter expert areas mentioned above.
  • Certified Grants Management Specialist (CGMS) certification or equivalent is preferred.
  • Three (3) or more years of supervisory experience is preferred.
Knowledge Requirements:
  • Extensive knowledge of funding agency requirements, including federal (e.g. 2 CFR 200, 48 CFR 31.2), state, and local laws and regulations.
  • Thorough knowledge of regulatory requirements (i.e. SOX, PUC, Permitting, etc) highly desired.
  • Extensive knowledge of the principles and practices of: project management, program management, standards development, engineering and construction practices associated with electric utility facilities and systems normally acquired through extensive professional project management experience.
  • Thorough knowledge of personal computers and related software applications such as: MS Project, UI Planner, Power BI, SAP, MS Word, Excel, Power Point, MS Access, Sharepoint, etc.
  • Working knowledge of federal funding agency reimbursement and reporting systems (e.g. VIPERS, ASAP, PMC)
  • Working knowledge of the principles of accounting, including general ledger, cost accounting and capital budgeting systems normally acquired though college level courses or significant equivalent experience.
  • Thorough knowledge of Company budgeting and forecasting systems, policies and procedures.
  • Capability to learn and develop general understanding in the following: Engineering and construction practices, Facilities siting and permitting process, Electric transmission, substations, and distribution systems, Utility operations and Utility regulation
  • Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
  • Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
