Primary Function: This role is responsible for preparing accurate cost estimates and bid proposals for concrete-related projects within the heavy highway construction sector focusing on IDOT, ISTHA, and local municipalities. The ideal candidate will have a deep understanding of construction methods, materials, and labor requirements specific to concrete work, along with the ability to analyze project plans, specifications, and timelines to develop comprehensive estimates. Thorough knowledge and experience in concrete paving operations and practices is required.
Key Responsibilities:
- Analyze project plans, specifications, and other documentation to prepare detailed cost estimates for all types of concrete work on heavy highway construction projects (paving, flatwork, curb and gutter, sidewalk, etc).
- Collaborate with project managers, engineers, and other stakeholders to assess project requirements and scope.
- Conduct material takeoffs and determine quantities of concrete, reinforcement, and other related materials.
- Research and obtain quotes from suppliers, subcontractors, and vendors for materials and services.
- Transmits addenda and other bid information to subcontractors to ensure complete and accurate pricing from subcontractors on bid day
- Develop and present bid proposals, including detailed breakdowns of labor, materials, and equipment costs for bid day analysis
- Evaluate project risks, contingencies, and potential cost-saving measures to ensure competitive and accurate pricing.
- Stay updated on industry standards, local regulations, and emerging trends in heavy highway construction and concrete technology.
- Participate in pre-bid meetings, site visits, and client consultations to gather essential project information.
- Submits 100% of bids and budgets by the bid deadline – no exceptions
- Maintain accurate records of estimates, bids, and historical project data to refine estimating processes.
- Monitor awarded projects to compare estimated costs against actual performance, identifying areas for improvement.
- Award subcontracts post award in a timely manner to ensure release of materials verifying that all related scope items are covered Ensure that subcontractors are aware of and commit to the project schedule prior to issuing subcontracts
Qualifications:
- Bachelor’s Degree (B.S.) in Civil Engineering or Construction Management or 8-12 years of heavy highway or airport experience and/or training; or equivalent combination of education and experience
- Proven experience as an estimator in heavy highway construction, with a strong emphasis on concrete projects.
- Proficiency in estimating software (HCSS, Bluebeam, Carlson, AutoCad or similar).
- Strong understanding of construction methods, concrete properties, and industry best practices.
- Exceptional analytical, organizational, and time-management skills.
- Thorough knowledge of concrete paving best practices
- Detailed, organized, accurate
- Demonstrated ability to multi-task across several bids at the same time
- Proficient in Outlook, Excel, Word, Viewpoint and HCSS Heavy Bid and Heavy Job
- Strong verbal and written communication skills
- Self-directed and motivated
- Demonstrated leadership skills
- Demonstrated ability to complete projects on time and on budget
- Strong negotiation skills
- Excellent communication skills, both verbal and written, with the ability to present information clearly and effectively.
- Ability to interpret and apply project specifications, technical drawings, and contracts.
- Knowledge of relevant safety regulations, codes, and environmental considerations.
- Professional certifications (e.g., Certified Professional Estimator) are a plus. Familiarity with IDOT (Illinois Department of Transportation), ISTHA (Illinois Tollway) standards and procedures for highway construction.
Work Environment:
- Office-based with occasional travel to project sites for inspections and consultations.
