Description

Who we are: The Police Athletic League (PAL) of New York City is an independent youth development nonprofit organization and has been a vibrant and vital institution, serving as an effective, critical bridge between police and communities across all five boroughs of the City since 1914. PAL operates diverse programs for children as young as 2 years old to young adults. Programs include Head Start, after-school programs, summer day camps for elementary, middle, and high school youth, and summer Playstreets. PAL also runs evening teen centers, college readiness programs, youth employment, and juvenile justice programs. Staying true to PAL’s roots, a cornerstone of our youth development strategy includes offering competitive and recreational sports for children of all ages. Position Summary: 

The Budget Manager is a member of the Fiscal Department and is responsible for creating and maintaining government and grant budgets, budget modifications, and the Agency’s overall budget of $36 million. Reporting to the Chief Financial Officer, the Budget Manager will serve as the main liaison between PAL’s staff and the fiscal department and serves as the point of contact and supervisor for all budget-related matters. They will oversee the allocation of funds including monitoring government-funded contracts, private funds, and spending activity. The Budget Manager will be pivotal in providing financial insights, supporting budgetary planning processes, and ensuring fiscal sustainability in line with the organization's mission and objectives. 

What you’ll do:

Budget Planning and Management: 

  • Collaborate with the CFO, Administrative Staff, Program Staff, and Senior Managers on the development of the agency's annual budget.

  • Conduct short- and long-term financial modeling to support the budgeting process by providing accurate and timely financial forecasts, expense forecasts, cash flow estimates, and identifying potential risk factors. 

  • Develop government grant budgets, corporation and foundation budgets, department and center budgets ensuring compliance with requirements, regulatory guidelines, and reporting deadlines. 

  • Monitor budget versus actual spending and collaborate with program, grants, and fiscal staff for the projection and development of revised budgets as needed. 

  • Prepare, submit, and monitor budget modifications for all contracts and grants in accordance with contract and grant requirements. 

  • Submit budgets to government agencies, respond to all inquiries, and ensure the budget is approved. 

  • Establish protocol with departments to ensure budget accuracy, and identify and resolve surpluses and/or deficits. 

  • Work with the fiscal staff to ensure budgets are properly spent down and accounted for accurately. 

  • Oversee the allocation of private funds in the budgeting process and monitor variances between projected and actual private fundraising. Approve the use of additional private and restricted funds as necessary. 

Fiscal Leadership & Collaboration:

  • Analyze monthly contract spending and collaborate with Director of Programs, Regional Directors, and Center Directors in the interpretation of monthly budget versus actuals and suggest appropriate spending avenues. 

  • Train program and administrative staff in PAL's standard fiscal processes. These employees will include Senior Managers, Directors of Programs, Regional Directors, and Center Directors. 

  • Assign and approve proper payroll codes and allocation percentages for all PAL employees. 

  • Collaborate with cross-functional teams to gather input and provide financial guidance for decision-making processes. 

  • Serve as a liaison between finance and program staff to ensure alignment of budgetary goals and programmatic objectives. 

  • Assist in the development of budget models and templates to streamline the budgeting process and improve efficiency. 

  • Collaborate with the grants department to provide assurance that fiscal documents are filed properly. 

Reporting and Presentation: 

  • Prepare and present financial models, forecasts, and analyses to senior management and key stakeholders. 

  • Translate complex financial information into clear and concise reports, dashboards, and presentations for non-financial audiences. 

  • Communicate insights, trends, and recommendations derived from financial analysis to facilitate informed decision-making. 

  • Assist in the development of budget narratives and presentations to communicate financial plans and resource needs to board members, donors, and stakeholders. 

Qualifications


Who you are/What you bring: 

  •  5 years of related experience; previous experience in nonprofit or government agencies and/or fiscal administration. 

  • Bachelor’s degree; accounting degree and/or Master’s degree preferred. 

  • Strong analytical and problem-solving skills, with the ability to interpret financial data and communicate insights effectively. 

  • Advanced proficiency in Microsoft Excel and Word and Microsoft Office 365. 

  • Proficiency in accounting software including Blackbaud Financial Edge and NXT 

  • Ability to work in a fast-paced, deadline-driven environment. 

  • Enthusiasm for working in a collaborative environment. 

  • Excellent time management skills and the ability to handle multiple assignments and/or projects simultaneously and meet strict deadlines.

  • Knowledge of State New State reporting portals. 

  • Working knowledge of Paycom. 

  • Experience reporting in the PASSport system. 

  • Strong oral and written communication skills. 

Compensation & Location: The range for this role is $72,000 to $82,000; where the finalist falls in this range will be commensurate with skills and experience
