Position Details

BASIC FUNCTION:

Under administrative direction, reporting to the Senior Director of Special Education lead the Portland Public Schools 504 program. This includes the development, implementation, monitoring, and evaluation of the operational and/or instructional vision and focused plans for assigned programs; supervise and support professional educators in program activities; manage operational support activities, staff, and budgets; implement the District’s Racial Equity Policy ensuring a culture of high expectation which provides every student with equitable access to high quality and culturally relevant instruction.

REPRESENTATIVE DUTIES:

  • Lead and participate in the development and evaluation of educational programs; encourage and support implementation of programs, coach and assist educators and others to implement effective instructional strategies; promote the use of technology in teaching and learning process.
  • Support professional educators in strengthening their instructional practices
  • Foster a culture of high expectation, providing every student with equitable access to high quality and culturally relevant instruction Support and implement the District’s Racial Equity Policy and Social Justice Framework.
  • Lead teams in the use of student data to support school-site staff while increasing their capacity for application of research-based instructional best practices to improve student outcomes and to determine ongoing professional development needs of staff.
  • Create and support PPS, student, parent and stakeholder partnerships related to assigned programs; develop and implement strategies and opportunities for students to achieve academic, social and emotional growth..
  • Create a safe, welcoming environment that reflects and supports the racial and ethnic diversity of the student population and communities served.
  • Participate in managing operational, technical, and school activities and staff to promote student growth.
  • Develop, deliver and provide professional development and training to district staff, partner agency personnel and community groups to assure programs’ goals and objectives are achieved.
  • Supervise the performance of assigned certified and non-certified personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions.
  • Attend and participate in a variety of meetings, workshops and in services related to assigned programs; prepare and deliver oral and written reports, recommendations, and presentations to the Board, committees, parents, community stakeholders and others regarding a variety of program topics.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS:

  • A State of Oregon issued Professional Administrator License required at the time of appointment.
  • Three years of experience as a licensed school professional.

PREFERRED QUALIFICATIONS:

  • Evidence of collaboration with and supporting school based administrators and school staff to deliver special education services and implement special education programs.
  • Documented experience supervising and coordinating special projects as assigned and perform related duties and key responsibilities consistent with the scope and intent of the position.
  • Evidence of meeting and collaborating with parents, staff, and outside agencies using problem-solving methods to ensure that individual student programs are implemented appropriately.
  • Experience compiling data from a variety of sources in accordance with District, state, and federal guidelines and regulations in order to create appropriate communications, reports, letters, and other written material for appropriate staff and stakeholders.
  • Evidence of developing plan for and implementation of data collection and analysis of program effectiveness in order to provide regular program evaluative feedback with suggested plans for amelioration of any targeted areas of concern.
  • Documented experience working in a richly diverse school community and environment.
  • Multilingual

SPECIAL REQUIREMENTS:

  • Position requires the use of a personal automobile and possession of a valid driver’s license.
  • Some positions in this classification may require the ability to communicate effectively, both orally and in writing, in a language other than English.

CLASSIFICATION AND SALARY:

This position is classified as Academic Programs Administrator, on the Licensed (Certified) Administrator Salary Schedule FLSA Exempt. The Licensed (Certified) Administrator Salary Schedule for 233 day employees can be found here:

Portland Public Schools is a public employer and participates in the Public Employees Retirement System (PERS/OPSRP). Eligible employees are required by statute to contribute 6% of salary on a pre-tax basis to OPSRP/IAP, after serving six months under a PERS employer.
