IT Governance Subject Matter Expert 

NOTE:  This is a full-time employment opportunity (No C2C, subcontractor or 1099 engagements, please.) The candidate MUST be a U.S. Citizen or Permanent Resident and must be able to complete/pass/hold a public trust investigation. This is a remote opportunity.

Daily Responsibilities

  • Monitor information technology (IT) programs and projects.
  • Manage alignment of programs and projects to technical layers.
  • Act as SME during control gate reviews for compliance with the PPM and client Enterprise Architecture.
  • Provide guidance to Applications Engineering teams and program area technical SMEs.
  • Participate in Technical Review Subcommittee (TRS) and Configuration Control Management Board (CCMB) meetings and provide guidance and instruction to Office of the Chief Technology Officer (OCTO) Governance Chair and leadership as to voting decisions and actions required. 
  • Provide governance and compliance advice and technical assistance to client Architecture and Technical Standards.
  • Lead Software Development Life Cycle (SDLC) - Incorporate the missing program layer components using industry leading, best practice around Lifecycle Cost Management, Demand Management, Project Selection, and operational sustainment and management after project delivery, increasing line of sight view/traceability of IT resources spend to deliver value enhanced IT products and services: 
    • Annual Operational Assessment. 
    • Project/Program gate and artifact reviews. 
    • Technical Risk assessments. 
    • Lessons Learned & Knowledge Management support to the TRC domain SMEs in facilitating working sessions and collecting Lessons Learned.
  • Coordinate architecture, strategic assessment, and project activities adhering to the IT Governance Boards. 
  • Develop SOPs, desk guides and other required working documents.
  • Track, review, and interpret various laws, regulations and policies affecting OCTO.
  • Assess impact of new or modified requests/requirements from client programs.
  • Provide audit support for management responses to open recommendations/findings and audit remediation.
  • Customer, client, end user support activities and create and managing a line of business.
  • Perform Governance tasks to support the No Code/Low Code applications planning, modernization, and implementation.
  • Conduct Technical Assessments and Technology Review.
  • Conduct Baseline Assessments and Engineering Trade-off Analysis. 
  • Assess and Manage Technical Risk.
  • Create and maintain artifacts related to planned projects and solutions to be designed and developed using various technology platforms.
  • Provide Information Technology Infrastructure Library (ITIL) process management guidance and recommendations to the TRC after assessing the current impact and state of ITIL related to project governance and change management processes and deliverables.

Requirements:

  • Must be a U.S. Citizen or Permanent Resident, as mandated by our government client.
  • Must be able to complete/pass/hold a public trust investigation.
  • 9 years of experience in data governance, data analysis, and data management, preferably in a large enterprise environment. 
  • Experience in practicing or facilitating stewardship in data governance and data management technical platforms related to activities around data cataloging, business glossary development, lineage and other relationship properties, stewardship engagement, metadata enrichment (i.e. Informatica, Collibra, etc.).
  • Familiarity with data modeling and metadata management concepts.
  • High proficiency in the comprehension and application of industry standard and best practice data governance and data management theories, principles, practices, and methodologies. 
  • Technical backend experience working with data quality tools.
  • Excellent analytical skills, attention to detail, and strong problem-solving abilities.
  • Excellent communication and collaboration skills.
  • BS/BA degree in Computer Science, Information Sciences, or related IT discipline.
  • Certified Information Systems Security Professional (CISSP), Certified Data Management Professional (CDMP), and Certified Data Analyst Professional (CDAP) Certification(s) is a PLUS.
