SummaryOur client is is a leading application Engineering Consulting firm in the Washington, D.C. metro region specializing in Management Services, Technology Solutions and Facilities Services. They partner with and assist Federal, State and local government agencies; private sector Energy Services Companies (ESCOs); and Commercial entities in the design and implementation of their various Engineering and Technology related projects. Additionally, they are able to leverage an engineering team with proven technology industry experience that resulted in multi-million-dollar contracts within federal government, state & local government clients!
ResponsibilitiesOur client is seeking a Business Analyst with 6 years of experience to assist with the enhancement and support of sex offender management systems, including the Virginia Sex Offender Management System (VSOMS) and VSOMS interfaces. The Business Analyst will assist in replacing paper-based processes with automated processes and will create DocuSign eSignature forms and workflows that interface with other systems. The candidate will perform complex business analysis and technical tasks such as project planning, process improvement, writing requirements, system design, data analysis, interface analysis, and system rollout.

- Lead the overall review, analysis, and evaluation of current business systems
- Analyze, recommend, and implement process improvements
- Create and evaluate user requirements and system needs
- Elicit requirements using various elicitation techniques such as Brainstorming, Data Mining, Document Analysis, and Interviews with users
- Produce requirements artifacts such as Field Definition Matrix, Business Rules, and Interface requirements
- Perform gap analysis on existing requirements in conjunction with current business needs
- Contribute to and drive a collaborative effort to support organizational change management
- Facilitate risk analysis
- Participate in the creation and subsequent reviews of project test plans
- Lead all final user acceptance efforts with business stakeholders
- Define roles and access rights needed for applications
- Create training materials and provide end-user training
- At least 6 years of experience in business systems analysis
- Experience developing DocuSign eSignature forms and workflows, including customizing form behaviors using JavaScript
- Strong organizational, administrative, analytical, problem-solving, and interpersonal skills
- Self-motivated and able to develop rapport and positive working relationships with coworkers and the agency at large
- Proficient in Organizational Change Management
- Prior experience implementing cloud-hosted Software As A Service (SaaS) solutions
- Understanding of business analysis concepts such as identifying and interpreting risk assessments
- Ability to produce requirement-related artifacts such as test cases, requirements traceability matrix, business rules, interface requirements, use cases, activity diagrams, error validations, and role-based system profiles
- Ability to manage security access and user profile management
- Ability to analyze functional and non-functional system requirements
- Ability to re-engineer business processes
- Ability to identify how new applications and business processes will integrate with or replace existing business processes
- Excellent communication skills in English and the ability to communicate with internal customers in nontechnical terms
- Proficiency with Microsoft Products (Word, Excel, Visio, PowerPoint)
- Proficient in creating business and system requirements
- Experience working on criminal justice projects is a plus
