SummaryOur client is is a leading application Engineering Consulting firm in the Washington, D.C. metro region specializing in Management Services, Technology Solutions and Facilities Services. They partner with and assist Federal, State and local government agencies; private sector Energy Services Companies (ESCOs); and Commercial entities in the design and implementation of their various Engineering and Technology related projects. Additionally, they are able to leverage an engineering team with proven technology industry experience that resulted in multi-million-dollar contracts within federal government, state & local government clients!
ResponsibilitiesOur client is looking for a contract-only Procurement Specialist to join their team to provide critical support services to various ODGA executive branch agency partners. This position assists agency staff in the procurement of goods and services to meet operational goals and the ODGA's mission. The Procurement Specialist manages relationships and transactions related to all purchases and receivables within the ODGA. Responsibilities include maintaining records for all vendors, key suppliers, and the negotiated purchasing agreements, as well as assisting with the procurement process, contract management, contract negotiation, and preparation of purchase orders. This role ensures commitments to customers are met. Additionally, the role will:
- Interpret and apply state procurement regulations, policies, and procedures
- Maintain knowledge of state government procurement policies for the purchase of goods and services
- Aid in maintaining policy and adhering to the Code of Virginia standards for the ODGA
- Plan, organize, and prioritize a variety of procurement processes
- Communicate effectively both orally and in writing
- Utilize MS Office (Word, Excel, PowerPoint) and other databases, and a state or federal electronic procurement system
- Organize and maintain contract files and records
- Work independently, managing own time and work
- 5 years of demonstrated ability to interpret and apply state procurement regulations, policies, and procedures
- 5 years of working knowledge of state and familiarity with state government procurement policies for the purchase of goods and services
- 5 years of experience aiding with maintaining policy and adhering to Code of Virginia standards for the ODGA
- 5 years of ability to plan, organize, and prioritize a variety of procurement processes
- 5 years of considerable understanding of Account Payables and Account Receivables processes
- 5 years of good working knowledge of purchasing strategies
- 5 years of proven work experience as a Finance Analyst or similar role
- 5 years of solid understanding of purchasing and invoicing systems
- 5 years of good understanding of reviewing contracts and MOUs
