Presidio Trust is Hiring a Director of safety Near San Francisco, CA

The Director of Public Safety works under general supervision. The incumbent of this position is responsible for the administration and management of all emergency services and safety operations, which includes managing the United State Park Police law enforcement service contract, the SFFD contract, internal emergency management, continuity of operations, occupational safety and health services, hazardous materials (HazMat) management, unexploded ordinance (UXO) management, physical security systems and the comprehensive safety and code related inspection programs.

  • The incumbent of this position supervises and manages subordinate managers of fire and life safety codes fire protection inspection program, of both existing structures and those under construction for compliance with applicable fire and / or life safety codes;
  • oversees, investigations and follows through on various fire code and building complaints; acts as the supervisor over the subject matter expert for fire and life safety code enforcement for the Presidio Trust;

and serving as the Authority Having Jurisdiction (AHJ) as defined in the fire life and safety codes, as adopted.

  • The incumbent of this position provides administrative management and technical expertise in the development, implementation and coordination of the Fire Protection & Emergency Management Program;
  • represents the Presidio Trust in collaborations with other federal, state and local disaster management agencies; serves as the Presidio Trust fire protection and emergency response professional in support of the planning of emergency and continuity of operations efforts;

and provides expertise and administrative support in planning, staff training and exercises of the Presidio Trust Emergency Management & Continuity of Operations Plan.

This is a full-time position with benefits and a starting pay range of $184,171 to $207,234 based in the SF Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate.

Responsibilities

  • Responsible for the overall management of the Trust's comprehensive emergency services program that includes contract oversight for law enforcement services provided by the United States Park Police, Fire Service provided by the San Francisco Fire Department, Inspections services for the entire Presidio Physical Plant and the lock, alarm and video observations systems protecting the Park.
  • Contract oversight for fire suppression, rescue and Emergency Medical Services (EMS) provided by the San Francisco Fire Department.
  • Oversight and management of the Fire Protection Program consisting of fire code administration and enforcement, fire & life safety inspections, fire prevention education, pre-fire plan preparation and management, and fire incident investigation.
  • Oversight and management of the Trust's Emergency Management and Continuity of Operations program consisting of emergency planning, emergency management, and agreements with other agencies.
  • Oversight of the Trust's Employee Safety & Occupational Health program, Hazardous Materials (HazMat) Program, and Unexploded Ordinance (UXO) Program.
  • Oversight of the physical lock systems and alarms
  • Oversight of the physical plant inspection program
  • Other related administrative duties.

Program Administration - 60%

Through regular meetings and review of reports and invoices, manage the law enforcement services received by the Presidio Trust from the US Park Police and assure compliance with the services contract ($4M ).

Work to evaluate levels of services and performance to ensure public safety and security. Manage contract negotiations in collaboration with the Director of Municipal Services, Trust Legal and Finance.

Through regular meetings and review of reports and invoices, manage the emergency services received by the Presidio Trust from the SF Fire Department and assure compliance with the services contract ($4M ).

Work to evaluate levels of services and performance to insure rapid response. Manages contract negotiations in collaboration with the Director of Municipal Services, Trust Legal and Finance.

As the Agency's subject matter expert on fire and life safety, provide management advisory services regarding agency policy and guidelines related to fire, life safety, and contracted fire services.

Management advisory services may be provided as appropriate in the form of draft documents, review and comment, and participation with others in policy and guideline initiatives.

Provide subject matter expertise on planning emergency management and preparedness, advising Presidio Trust management officials on policies, requirements and best practices in emergency management.

Provide professional recommendations in the maintenance of the Trust's Emergency Management & Continuity of Operations Plan.

Maintain communications with cooperating and assisting agencies regarding mutual aid and collaborative emergency preparedness, emergency management and emergency operations.

  • Work collaboratively with and provide guidance to the Director of Municipal Services and provide guidance and best practices to the Chief Executive Officer, in areas of emergency planning, preparedness, response and recovery.
  • Serve as the Presidio Trust's Department Operations Center (DOC) Manager during activations of the Emergency Management and Continuity of Operations Plan.
  • During any area wide activation of the Emergency Management System, serve as, or recommend to the Chief Executive Officer, the official Presidio Trust Agency Point of Contact for the City & County of San Francisco Department of Emergency Management, or other agency emergency command post locations as needed.
  • Plan and administer the training and credentialing program for emergency management training and qualifications credentials for Trust staff as required.
  • Attend annual Emergency Management training, train and drill essential Trust staff annually in best practices and updates of Emergency management operations and planning.
  • Serve as initial point of contact for questions or concerns from the United States Park Police and the San Francisco Fire Department and refer questions and concerns to the appropriate Presidio Trust management official.
  • Write detailed reports and other documents.
  • Establish, research and maintain appropriate files.

Supervision of Fire Code Enforcement and Administration - 20%

  • Research code violations and provide direction and / or technical assistance for correction of identified violations, including detailed reporting.
  • Work with Trust's property management companies for enforcement, testing, and education, providing written guidance as necessary.
  • Investigate and prepare reports on complaints involving fire safety or hazardous conditions.
  • Issue warnings, citations for fire and / or life safety code violations.
  • Review fire code permit applications, approve and issue fire code permits in accordance with fire and / or life safety codes.
  • Review, provide comments on, and approve plans for fire safety, life safety, construction and fire / life safety systems for compliance with adopted codes and standards

Supervision of Law enforcement - 10%

  • Conduct fire safety inspections of existing facilities and buildings for conformance with existing codes.
  • Coordinate required, recurring tests of fire alarm systems, fire sprinkler systems and other fire protection systems and equipment.
  • Respond to fire alarm activations and coordinates correction actions.

Supervision of Physical security - 5%

Investigate fires in accordance with adopted codes and standards; determine cause and origin; collect evidence; interview witnesses, involved persons and suspects;

produce detailed reports; provide court testimony; and work collaboratively with United States Park Police on criminal matters involving fire losses.

Supervision of Public Safety inspection services - 5%

  • Prepare and present public safety and fire prevention programs to civic, school and community groups.
  • Maintain educational materials, design and develop or order new materials as the need arises.
  • May coordinate educational and civic programs with SFFD and / or other entities.

Management Responsibilities

  • Directly supervises at least 3 management employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance;

authorizing time off; rewarding and disciplining employees; and addressing complaints and resolving problems.

Required Qualifications

  • High School Diploma or equivalent, supplemented by college level course work in fire science, law enforcement, park management, and law.
  • Five (5) years in a supervisory position in any or all of the above-mentioned disciplines
  • Two (2) years in of work experience involving interpretation and enforcement of various codes as applied to fire science, law enforcement, park management, and law.
  • Two (2) years in emergency planning or emergency management.
  • Knowledge of the principles, methods, and practices of modern fire prevention and inspection.
  • Knowledge of codes and their interpretation in the areas of fire science, law enforcement, park management, and law.
  • Knowledge of fire cause, recognition and arson investigation.
  • Knowledge of fire detection and suppression systems, and related electrical systems.
  • Knowledge of emergency management concepts and systems.
  • Skill in written and oral communication.
  • Ability to interpret data, information and documents.
  • Skill to analyze and solve problems.
  • Skill in math and mathematical reasoning.
  • Ability to observe and interpret situations and learn and apply new information or new skills.
  • Ability to prioritize tasks, and work under conditions requiring stringent deadlines.
  • Skill in interacting with Presidio staff and other organizations; and on occasion the ability to skillfully deal with dissatisfied or difficult individuals.
  • A valid California driver's license.
  • Solid computer skills with proficiency in Microsoft Office applications.

Desired Qualifications

  • Possession of a certification in the area of fire science, law enforcement, park management, and law practice or demonstrated working experience in each of the listed specialties.
  • Possession of, or ability to obtain a California State Emergency Management Specialist or equivalent certification within 12 months of appointment to position
  • Experience working with subject matter experts with expertise in historic structures within the requirements of the fire and life safety codes, and familiarity of NFPA 914, Code for Fire Protection of Historic Structures and the California State Historic Building Code.
