Description

Prevailance is seeking an experienced, mission-focused professional to support Naval Construction Force N8 as a Program Analyst. Travel may be required.

Responsibilities include, but not limited to:

  • Lead researcher and requirements advocate for Naval Construction Force science and technology requirements
  • Provide verification, justification, and articulation of NCF capability requirements, based on operational plans and Navy policy
  • Gather, analyze, and evaluate NCF capability gaps to communicate risk and impact to operations
  • Conduct market research both online and in the field to discover technologies which would enhance NCF Science
  • Review Commercial off the Shelf (COTS) products which demonstrate potential to fill in military construction capability gaps
  • Review and analyze Office of the Chief of Naval Operations (OPNAV) and Navy Expeditionary Combat Command (NECC) integrated priority lists (IPLs), STOs, and warfighter’s needs
  • Create and maintain a portfolio of technologies researched
  • Generate and maintain spreadsheets and/or databases to document and organize technology discovered
  • Support EXWC and NCF with field testing activities of materiel solutions in accordance with test plans and filed reports
  • Coordinate all efforts for customer with regards to technology insertion and liaison support between stakeholders for RDT&E projects
  • Provide updates for technology reviews, EXWIP and POM document updates, and EXWC meeting notes
  • Coordinate with stakeholders in development and assessment of TOA for NCF units
  • Participate in working groups and TOA reviews to update and align allowances of equipment, supplies, and facilities
  • Provide comprehensive analysis and recommendations regarding the acquisition, delivery, and NCF integration of new capabilities
  • Provide NCF considerations for JCIDS documentation, including Top Level Requirements (TLR), Initial Capabilities Document (ICD), and Analysis of Alternatives (AoA)
  • Assist customer in preparing NCF input to stakeholders throughout the Planning, Programming, Budgeting, and Execution (PPBE) process
  • Support Technical Writer in development of CDD/DCR according to the JCIDS Manual
  • Utilize research and analysis documentation generated under all tasks above to assist the customer in the preparation and submission of the EXWIP and POM requirements

Requirements

  • Minimum 10 years’ experience in the Engineering fields, specifically; Mechanical, Civil or Geotechnical
  • Minimum 10 years’ experience with NECC and Navy Construction Force
  • Experience with NCF operating concepts; Operations Training Guide; and Science & Technology efforts
  • Experience developing threshold and objective metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA) is desired
  • Experience with NAVFAC EXWC, ONR, NRL RDT&E or S&T efforts
  • Have knowledge of filing systems and basic concepts and formats of Navy correspondence
  • Have ability to communicate orally and in writing
  • Skilled in typing/keyboarding, organizing, and Microsoft Office professional applications
  • Have professional organizational skills and the ability to multitask and give special attention to detailed work

Desired

  • Experience performing analysis and developing JCIDS documents for DoD
  • Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process
  • Stakeholder engagement experience both through facilitating large working sessions and in one-on-one interviews
  • PMP Certification or DAU equivalent

Must be able to obtain and maintain a SECRET clearance
