The Prince George's County Government Department of Fire and Emergency Services (Fire/EMS) is seeking qualified applicants to fill the Human Resources Manager (Human Resources Manager G ) position, grade G31, within its Human Resources .About The PositionThis is a management level, professional position, whereby the incumbent manages the operations of the Fire/EMS Department's Human Resources Office. The primary responsibilities include planning, directing, implementing the Department's human capital systems while managing policies, procedures in the recruitment and selection, salary administration, performance evaluation, promotional testing development, administration, and job classification/evaluation. The incumbent advises on Personnel Law issues and represents the Department in Human Resources matters at all levels of the organization. Work is performed under the general supervision of the Office of the Fire Chief and is evaluated based on the overall contribution to the agency's improvement and organizational efficiency.
The incumbent in this position is considered an "Essential" employee and may be required to report for work during natural/manmade disasters, and during special operations as assigned. "Essential" employees are expected to report or remain at work when other County employees are granted Administrative Leave.
Examples of WorkWhat You'll Do
  • Manage the operations of the Human Resources Office;
  • Manage the office's annual operating budget and expenditures;
  • Attend and represent the Department at various meetings, conferences, and seminars;
  • Prepare general orders, procedures, studies, surveys, reports, presentations, and various correspondences;
  • Conduct statistical analysis to qualify recruitment practices, employment retention, wellness initiatives, and risks;
  • Exercise full range of supervisory duties and responsibilities over subordinate personnel in the Human Resources Office;
  • Assist subordinate personnel in their career development;
  • Conduct regular meetings with subordinates to review and develop programs and to maintain the effectiveness of daily operations;
  • Serve as a member of the Department's Management Team;
  • Plan, develop, and monitor policies and procedures for the Department with particular focus strategic Human Resources practices;
  • Devise strategies and processes to monitor recruitment practices, performance management, wellness initiatives, and risk management processes;
  • Develop and implement strategic practices in recruitment, performance management, risk assessment models or methodologies;
  • Perform other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level associated with the employee's class of work.
Qualifications What You'll Need :
  • Master’s degree from an accredited college or university in Human Resources Management, Organizational Development, Business Management, Public Administration, Industrial-Organizational Psychology, or a closely related field.
  • Four (4) years’ experience in all areas of Human Resources (Compensation and Benefits, Recruitment and Staffing, Training and Development, Employee Relations, Labor Laws and Legal Compliance, and Employee Satisfaction).
  • Three (3) years of supervisory-level human resources experience (more than 5 subordinates).
An equivalent combination of relevant education and experience will be considered. EACH APPLICANT MUST INCLUDE INFORMATION THAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.Preferred Qualifications
  • Five (5) years or more management-level experience in all areas of Human Resources (Compensation and Benefits, Recruitment and Staffing, Training and Development, Employee Relations, Labor Laws and Legal Compliance, and Employee Satisfaction).
  • Human Resources professional certification (SHRM-SCP, SPHR, IPMA-HR, etc.).
  • Two (2) years of experience using the NEOGOV online application hiring system, SAP Human Resources Information System (HRIS), and KRONOS Workforce Central Timekeeper.
  • Experience writing and administering Performance Improvement Plan (PIP).
  • Work experience within a Public Safety environment.
  • Experience in organizational department planning, emphasizing quality, continuous improvement, employee retention/high performance, and department-wide communications.
