Prince William County Government is Hiring a Procurement Card Officer Near Woodbridge, VA

About This Role:

The ideal Procurement Card Officer (Business Services Analyst) will be a strong leader with a strategic vision and able to collaborate with all county agencies and the vendor community. This person will value the input of others, be approachable, a strong communicator, and focus on achieving the goals of the Procurement Card Program. This person will work to establish and maintain effective relationships with program participants and merchants, gaining their trust and respect. This newly created position will be ethical and lead by example and be comfortable working with the Procurement staff, agency directors, designees, and in supporting the Procurement Card Manager. They will have a lifelong learning outlook, bring fresh ideas to improving processes from others’ point of view, and be open to overseeing new areas and functions to meet the needs of the County.
 
The Procurement Card Officer role resides within the Office of Procurement Services. Major responsibilities include implementation and enforcement of program policy, leading Virtual Card, and campaign initiatives, maximizing long-term sustainable growth, revenue, and program effectiveness, ensuring program longevity and profitability, interfacing routinely with card program and vendor relationship managers, documenting, and analyzing processes, attaining efficiencies, and mitigating financial risk.
 
Work is expected to be of high quality, relevant, accurate and timely. Candidate must demonstrate exemplary level of personal and professional integrity, and ability to support and promote Prince William County's Leadership at All Levels, Vision, and Values.

Minimum Requirements:

High school diploma or G.E.D. and 4 years of related experience in governmental purchasing, accounting, or procurement card program in a collegiate/municipal governmental setting.

Preferences:
 
The ideal candidate will have:
 
  • A bachelor’s degree in Procurement Management, Accounting, or related field
  • Four years of professional experience in a state or local governmental purchasing or procurement card program
  • Hold a Certified Purchasing Card Professional (CPCP) certification
  • Project management, financial auditing and reporting, accounts payable, excellent recordkeeping, customer service and organizational skills
  • Virtual Card working knowledge
  • Experience Training staff
  • Business process improvement
  • Experience conducting statistical analysis and research
  • Experience tracking and monitoring established revenue & expense budgets
  • Experience working independently and collaboratively on multidisciplinary projects and teams
  • Advanced knowledge of Microsoft Word, Outlook, and Excel, including spend analysis
  • Experience with Procurement and Virtual Card integrated payment platform, PaymentNet
  • Experience supporting large departments, organizations, or agencies 

Special Requirements: 
The selected candidate will be required to pass a pre-employment reference and criminal background check and I-9 and E-Verify requirements.
Work Schedule:
 
Monday to Friday, 8:30 am to 5:00 pm, with flexibility to work additional hours to conduct evening training and meet deadlines.This is a telework eligible position that may revert to in-office scheduling if business needs change.
 
Starting Salary Range:
 
$65,910.00 - $92,907.75 Annual
