EMERGENCY PREPAREDNESS COORDINATOR

JOB SUMMARY: This position will have primary oversight of the health system's emergency management program. This leadership role will direct others within the facility toward process improvement as related to emergency management.

PERFORMANCE DIMENSIONS AND TASKS

Essential Function

1. Participates in the creation, review, and refinement of the scope of the Emergency Management Program. Prepares internal and external reports related to emergency management. Assists in preparation for regulatory/accreditation surveys.

2. Conducts annual hazard vulnerability assessment (HVA)/risk analysis to determine the risk of natural, technological, human-caused, and other disasters by the facility.

3. Develop and maintain emergency plans & procedures for disasters identified in the HVA/risk analysis.

4. Collaborate with the management team in the creation, development, education, training, and implementation of emergency plans that are in alignment with local, state, federal, and other regulatory agencies

5. Know when to activate the emergency operation plan and command center by the facility.

6. Know the organization’s alert & notification system and procedures, and ensure appropriate staff is educated on this well.

7. Manage disaster response and/or crisis management activities for the facilities. Ensure availability of staff 24/7 in response to disaster and/or potential emergency situations.

8. Chair the HealthCare System Emergency Management committee in planning, coordinating, maintaining, and updating emergency plans, including internal & external event mitigation, response, and recovery. Provide necessary project leadership & support for all related emergency preparedness sub-committee work

9. Manage the development and expensing of the emergency preparedness budget

10. Develop and prepare reports that fulfill grant contract requirements as outlined by the specific funding stream

11. Perform an education & training needs assessment and work collaboratively with staff development to create, implement, and review safety/regulatory education & training requirements/programs to meet the needs of staff.

12. Coordinate the use & routine testing of all emergency/disaster-related equipment

13. Develop & maintain policies & procedures that facilitate compliance & program implantation.

14. Ensure all facilities meet all standards & compliance with local, state, & federal regulations related to emergency management planning, including but not limited to TJC, OSHA, EPA, CMS, and DHS regulations and standards. Ensure HealthCare System meets the Emergency Management criteria required by Healthcare accreditation bodies.

15. Establish & maintain mechanisms to collect, review and track data required by local, state, and federal entities that are consistent with the healthcare systems policies & procedures.

16. Provide warnings & emergency data to the organization, operations, and technical support to leadership before, during, and after emergencies affecting it.

17. Develop relationships & collaborate with partners/stakeholders, both internally & externally to the organization.

18. Identify & maintain contact information for community response partners & identify how the healthcare system will be notified of an emergency/disaster/crisis situation.

19. Establish and maintain a schedule of training & exercise to practice/test the emergency plans & participate with community partners in community/statewide exercises maintaining compliance with accrediting/licensing agencies. Document the results of all drills/exercises in after action report to improve the healthcare system's emergency management program and response/recovery activities. Incorporate any lessons learned into future iterations of plans.

20. Perform the assigned HICS role during drills, exercises, and real-world events/emergencies.

21. Coordinate & meet with departmental leaders from the organization to work on corrective action plans & improvement initiatives related to safety & emergency management program.

22. Represent the health system on various preparedness committees at local, state, and federal levels.

23. Mentor students, interns, and other applicable staff on the roles & responsibilities of the emergency preparedness coordinator.

24. Participates in the activities of the Environment of Care Committee and acts as co-chair when needed.

25. Develop and maintain with the assistance and support of the Plant Operation Manager and Environment of Care Committee the Emergency Management Manual (both hard copy and online), and ensure that an updated version of the manual is available at least annually, and the plan meets The Joint Commission (TJC) standards.

26. Develop an Annual Report on the Emergency Management Plan, and present the annual report and program critiques to the Environment of Care Committee (EOC) and the Quality Council Committee as part of the Environment of Care standards.

27. Investigate and research best practices with respect to emergency preparedness, attend seminars, benchmark with other institutions and obtain resource material for review and dissemination throughout the organization.

28. Ensure that the confidential Emergency Management Phone Call Lists are up to date and functional, conduct semi-annual reviews and verification of call lists, and publish updates. Send out semi-annual reminders to update departments' internal call lists.

29. Conducts safety and environment of care surveys, inspections, and monitoring to ensure regulatory compliance. Participates in fire drills; hazard rounds, and investigating employee safety and/or hazardous materials concerns.

30. Perform other related duties incidental to the work described herein.

QUALIFICATIONS

Education:

• Must complete the ICS 100, 200, 700 & 800 courses within 8 months of the date of hire.

• High School graduate, or GED – required.

• Certified Healthcare Emergency Coordinator (CHEC) Basic is a two or three-day classroom-based course, required within 6 months of hire.

Work Experience: Minimum of 3-5 years experience in a healthcare-related field including emergency preparedness - Desired.

Skills Requirements: Prior experience in program coordination. Analytical skills in order to evaluate & recommendations for EM issues. Public speaking. Articulate complex concepts both orally and in writing.

Training or project management experience – Preferred.

Previous emergency planning/ management experience, fire services, military, law enforcement, risk management, FEMA, hazardous materials management, or related experience - Preferred.

Language Requirements: None

Physical Demands: Must be able to sit up and stand/walk for up to eight hours. Must be able to lift and push up to 50 pounds. Must be able to use hands repetitively for six hours or more.

Special Demands: Ability to supervise and work cooperatively with others. Must be able to delegate duties and maintain efficient standards of operation.
