RESPONSIBILITIES:

Under the direction of the Urgent Care Clinic Program Director the Clinic Manager is the clinical and administrative team leader whose primary responsibility is to manage and directly supervise the work flow of the Urgent Care Clinic. The Clinic Manager is also responsible in providing Clinical Supervision to the Clinical Counselors. This includes ensuring that all services are consistent with prevailing standards of psychiatric care and with Progress Foundation clinical standards. The Clinic Manager makes staff assignments, oversees the day to day functions of the clinic and is responsible for ensuring that DUCC staff works as a connected and cohesive unit in order to effectively respond to the needs of a diverse client population in psychological stress. This role requires a high energy cross functional project manager, team builder and staff leader with a strong clinical background, crisis management and investigative skills, strong organizational and strong analytical skills, excellent communication and proficient with computers.

In addition, the Clinic Manager is responsible for assisting in personnel operations, supervision and coaching, developing and maintaining effective relationships with clients, support people, and with the community, and for the comfort, safety, non-institutional ambiance, and overall physical condition of the facility environment.

The Clinic Manager must work in conjunction with the leadership of the adjoining Crisis Residential Treatment Program, Dore Residence, as well as the standard Crisis Residential Treatment Programs, referred to as Acute Diversion Units (ADUs) to ensure that the Urgent Care Clinic is consistently and efficiently linked with those programs in order to achieve continuity of care that includes timely and seamless discharges from the DUCC.

Delineated duties include but are not limited to the following:

BASIC JOB SKILLS

  1. Provide direct services to clients of the program, as necessary and appropriate and oversee the delivery of services within the clinic.
  2. Oversee staff assignments and client management
  3. Participate in staff evaluations and development plans
  4. Supervise and manage designated administrative clinic operations including data collection and documentation
  5. Develop and maintain an effective relationship with per diem staffing resources to maintain continuous coverage during absences of regular staff.
  6. With the Program Director supervise the development of all staff work schedules, including arrangements for vacations, holidays, illnesses and required per diem coverage.
  7. Proficient with Microsoft Office Suite, and other general databases.
  8. Maintain computer requirements of the City and County of San Francisco Community Behavioral Health Services
  9. Detail oriented with strong analytical skills.
  10. Perform other duties and special projects as assigned by the Program Director

LEADERSHIP

  1. Ensure a clinical practice among staff within the DUCC that is congruent with Social Rehabilitation values, and promote SR values and philosophy within the Behavioral Health treatment community.
  2. Respond to program events, both routine and emergent, in a professional thorough and timely manner, remaining in compliance with agency policy and regulatory requirements.
  3. Serve as a calm and professional model of behavior for crisis management situations.
  4. Serve as a positive role model for employee relations, professional functioning and conduct.
  5. Maintain independent knowledge, skills, and abilities through continuing education and use of supervision and consultation.
  6. Identify, measure and report trends that effect the UCC, including changes in referral patterns, atypical client clinical presentations, shifts in treatment outcomes, additions or eliminations of discharge opportunities, programmatic and systemic impediments to effective program services, and any information deemed by the Program Director or PF Administration to be pertinent to program planning or operations. STAFF DEVELOPMENT
Assist the Program Director in the documented individual supervision of all program staff at least monthly.

  1. Assist with the recruitment, screening, hiring and termination of program staff.
  2. Assist in identifying and developing coaching opportunities for staff at the DUCC
  3. Provide Clinical Supervision to the Clinical Counselors

SYSTEM RELATIONSHIP

  1. Develop and maintain effective working relationships with all designated client referral sources and other related behavioral health and social services. This includes, as determined or approved by the PD, attending regular and special meetings that impact the program as the PD representative.
  2. Develop and maintain favorable relations with neighbors of the program facility and the general community. This includes all CBHS providers, SFPD, MCTT, local Emergency Rooms and PES. Accurately and promptly report to the PD issues or situations in the clinic that require either follow-up or reflect issues with any of those relationships
  3. Work within the Progress Foundation agency leadership team to identify and develop policies or resources to promote the mission of the agency and the goals of the program.

REGULATORY COMPLIANCE

  1. Monitor all charts and client records to provide confidentiality, security and compliance with Progress Foundation standards, San Francisco Community Behavioral Health Services policies and procedures, and applicable laws and regulations.
  2. Comply with all applicable federal, state and local governmental laws and regulations, as well as all agency policies and procedures, including the Progress Foundation Code of Ethics. Report to Progress Foundation Administration all incidents involving any program employee, regular or per diem that may constitute a violation of said laws, regulations, policies, and procedures.
  3. Maintain program compliance with Federal HIPAA regulations

WORK ENVIRONMENT/SAFETY

  1. Maintain the UCC facility environment so that it remains safe, attractive, and comfortable and non-institutional in character. Advocate for and coordinate program facility repairs and upgrades, and ensure, though personal example, on-going active staff participation in the daily light maintenance of the facility.
  2. Assist the Program Director to develop, maintain, and orient all staff to a complete set of emergency procedures to be followed in case of human injury, illness or adverse reaction to medications.
  3. Maintain adequate emergency supplies and equipment that is in good working order.
  4. Waivered Psychologist, ASW, AMFT, APCC, or license eligible [able to register with the BSS 1 month from date of hire]. This position is eligible to receive BBS supervision hours by a Qualified Supervisor employed by Progress Foundation.
  5. Minimum 1 year supervisory experience
  6. Minimum 1 year case management experience
  7. Minimum 1 year experience in a mental health setting
  8. Must have or develop knowledge of Social rehabilitation philosophy and mental health recovery models
  9. Knowledge of the San Francisco Public Mental Health System
  10. Must be able to communicate effectively with medical and mental health staff, clients, family members and providers both orally and in writing
  11. Must demonstrate, in the judgment of the Program Director, an on-going level of maturity, good judgment, and emotional stability
  12. Preferred Qualifications

  13. Valid and current California license as a Psychologist, LCSW, LMFT, LPCC,
  14. Qualified Clinical Supervisor
