This position requires an active TS/SCI with Full Scope Polygraph-level clearance.

• Experience:
• Minimum of 8 years as a Technical Writer (TW) in programs and contracts of similar scope, type, and complexity.
• A Master’s degree in a technical discipline can substitute for 2 years of experience (reducing the requirement to 6 years).
• An additional 4 years of TW experience can substitute for a Bachelor’s degree.
• Education:
• Bachelor’s degree in a technical discipline from an accredited college or university.

Job Description:

The Level 3 Technical Writer is responsible for the preparation, review, revision, and maintenance of technical documents related to software and systems engineering, system operations, testing, and user documentation. This role requires collaboration with developers and technical personnel to produce high-quality documentation and training materials.

Key Responsibilities:

• Documentation Preparation:
• Prepare, review, revise, and maintain technical documents including user guides, manuals, and technical publications.
• Write and edit technical documentation for hardware and software, including installation, configuration, and how-to documentation.
• Create code documentation for software, implementation guides, and end-user guides for capabilities.
• Provide field, data definition, and data flow documentation.
• Format technical publications from various sources including pamphlets and technical drawings.
• Collaboration and Coordination:
• Work with developers to produce quality documentation and training materials.
• Coordinate layout and design of documents.
• Research highly technical subject matter and organize information from multiple sources to express technical information clearly.
• Apply concepts from engineering drawings, technical information from consultations with engineers and subject matter experts, and other sources.
• Content Creation and Maintenance:
• Maintain a current internal documentation library.
• Use word processing and presentation tools such as MS Word, PowerPoint, and Visio.
• Prepare reports, responses, and briefings for a wide range of audiences.
• Write technical copy for various types of documents for programs/projects of similar complexity.
• Standards and Compliance:
• Produce defense acquisition documentation, user manuals, training manuals, and other documentation used by the end-user community of DoD electronic equipment and systems.
• Interpret engineering and maintenance drawings and operational procedures to understand and convey complex computer-related information.
• Apply technical manual standards (e.g., NSA DS-89) to work products.
• Leadership and Oversight:
• Provide expert oversight of technical writing and editing for all phases of acquisition and technical documentation for the program, project, or contract.
• Work independently on highly complex systems, programming, and operations documentation.
• Act as project leader for documentation projects with complex or voluminous documentation.
• Review work products of others for compliance with technical manual standards.

• Technical Skills:
• Proficiency in using word processing and presentation tools such as MS Word, PowerPoint, and Visio.
• Strong understanding of basic grammar concepts and the ability to write clear and concise technical copy.
• Experience with technical documentation for cryptologic programs or projects developing analytic tradecraft methodologies.
• Ability to interpret and blend large quantities of technical information from engineering and maintenance drawings.
