PUBLIC HEALTH MANAGEMENT is Hiring a Supervisor of Special Education Near Fort Washington, PA

PHMC is proud to be a leader in public health. PHMC requires that all employees are fully vaccinated with the Covid-19 vaccine before the first day of employment. This position is responsible for providing leadership and supervision of Special Education programs and services at the building level. The Supervisor of Special Education ensures compliance with Special Education regulations at both the federal and state level regarding paperwork, procedures and qualifications of staff that work with Fairwold Academy students. In addition, this position ensures compliance with state licensure requirements, supervision of all related services, professional and clinical staff. This position interfaces with educational authorities and regulatory agencies in education and special education.
  • Responsibilities:
  • Provide leadership and oversight of Special Education services and compliance with federal (IDEA) and state (PA Chapters 14, 15 and 171) regulations, policies, procedures that ensures compliance with the procedural safeguard rights.
  • Implement special education mandates, proving direction for curriculum adaptations and modifications, proving professional development activities for professional and paraeducator school staff, and ensuring all components of the Individualized Education Plan (IEP) are fiscally, legally and educationally compliant.
  • Develop, direct, implement and evaluate procedures for coordination of special education programs and services.
  • Supervise special education personnel as assigned.
  • Oversee the supervision and billing of related services staff.
  • Collaborate with school personnel and LEAs to ensure efficient management of Penn Data, RR/IEP timelines, meetings and revisions.
  • Oversee and evaluate the Extended School Year (ESY) eligibility and compliance process.
  • Monitors ESY program and establishes progress protocols for students during ESY, ensures all aspects of ESY data is collected and reported to LEAs.
  • Prepare and represent Fairwold Academy during special education mediations and due process hearings. Assist and coordinate evidence and witness preparation, as well as corrective action required as a result of cyclical monitoring by PDE.
  • Provide technical assistance to special education staff as needed in topics related to Special Education (IEP content, disabilities, ESY, FAPE, FBA, PBSP, Manifestation Determination)
  • Maintain Special Education records and submit reports to state and federal agencies as they relate to Special Education, and school licensure.
  • Maintain proper credentials for assignment and remain educationally informed in all related areas including PDE regulations and state/national standards through continued professional study.
  • Perform other duties as assigned.
  • Skills:
  • Excellent knowledge of IDEA and PA Chapter 14 regulations, Manifestation Determination, PBIS, PA Alternate Academic Standards and PA Core, reading interventions; and special education law.
  • Demonstrated ability to manage and complete multiple projects with timely efficiency.
  • Demonstrated ability to analyze and train special educators in IEP compliance.
  • Excellent interpersonal skills with an ability to work effectively with professionals from a wide range of organizations and disciplines and to establish and maintain cooperative and effective working relationships with all constituents (administrators, colleagues, students, parents, state regulatory agencies, outside agencies, and others)

PERFORMANCE REQUIREMENT:
  • Establishes a total quality management process to evaluate all special education supports and services at Fairwold; creates annual reports and program improvement recommendations.
  • Oversees assessment programs to ensure all students’ special education progress is meaningful, measurable, and calculated for growth as appropriate for each individual child.
  • Ensures all students special education rights are protected as per IDEA, in accordance with discipline and manifestation determination.
  • Manages and supervises all related services and ensures contracted staff are providing quality services, documenting progress as prescribed in student IEPs.
  • Oversees and manages the billing accuracy of related services.
  • Serves as a key member of the campus PBIS program.
  • Evaluates performance, knowledge and skills acquisition of special education personnel as assigned.
  • Ensures that students’ eligibility for Extended School Year (ESY) is accurate and compliant with the established criteria listed in special education regulations; communicates eligibility with districts and parents.
  • Monitors ESY (a component of special education) program and establishes progress protocols for students during ESY (including training and compliance); ensures all aspects of ESY data (pre-, post-test or academic data; attendance; daily communication of PCA staff; related services, etc.,) is collected and reported to LEAs. Compiles ESY all-student progress report; makes recommendations for future programming.
  • Prepares and represents Fairwold Academy during special education administrative audits/reviews, mediations, and due process hearings. Assist legal team by coordinating evidence and witness preparation, as well as corrective action required because of cyclical monitoring by PDE.
  • Ensures accuracy and timeliness of all reporting protocols for PHMC, districts, parents, and other entities regarding special education mandates.
  • Develop an annual budget for Special Education programs and services; monitor the budget.
  • Perform related duties, special assignments and projects as assigned.
Education and Experience:
  • Master’s degree in Special Education or a related educational field; Instructional II Special Education N-12 certification.
  • Current, valid Pennsylvania Administrative certification as Supervisor of Special Education.
  • Thorough knowledge of IDEA, PA Chapter 14 and 15 regulations, discipline procedures, FAPE, various disabilities, programmatic needs of students, and current instructional trends and techniques in the field of Special Education (e.g., Research-Based/Evidence Based Instructional Practices, Positive Behavior Interventions and Supports (PBIS)).
  • A minimum of ten (10) years’ related experience, including working with children with emotional disabilities, and/or children with autism and/or children with Intellectual Disabilities. Minimum of three (3) years’ experience in a school leadership position.
